President Dina Boluarte promulgated on Wednesday the law that modifies Legislative Decree 1095, enabling the participation of the Armed Forces in the fight against illegal mining, as long as the state of emergency is previously declared in the affected area.
During the official ceremony, the president said that this measure represents a “necessary, legitimate and urgent” action to guarantee territorial control and protect the Peruvian population against the progress of organized crime and terrorism.
“This modification is not only consistent with the current legal system, but clearly supports the participation of the armed forces when illegal mining, crime and terrorism intend to take away the peace and stability of our homeland,” said Boluarte. In addition, he stressed: “We will not step back.”
The president stressed that this initiative, already approved by Congress, responds to a national need beyond political interests.
“We are not going to look at the crime from the shore, tied by legal impediments designed by accomplices who prefer to defend the human rights of criminals and not of the Peruvians of good. No more warning,” he emphasized.
In parallel to promulgation, Boluarte received a report from recent actions against organized crime. The head of the Joint Command of the Armed Forces, General David Ojeda, reported the execution of 2,694 patrols with the daily participation of 4,000 troops.
