The Plenary of Congress decided this October 9, 2025 dismiss Dina Boluarte of the Presidency of the Republic. The vacancy motion reached 122 votes in favornone against and no abstentions, according to the official voting record.
The support was unanimous among the main parliamentary groups. Popular Force, Alliance for Progress, Podemos, Free Peru, Popular Renewal, JPP – Voices – Magisterial Bloc, We Are Peru, Popular Action, Avanza País, the Socialist Caucus, Honor and Democracy, the Democratic Bloc and those not grouped They voted collectively in favor of the measure.
During the blended session of October 9, 2025, the Congress of the Republic debated the Draft Congressional Resolution that formalized the declaration of permanent moral incapacity of President Dina Boluarte and the consequent vacancy of her position, in application of paragraph 2 of article 113 of the Political Constitution of Peru.
It should be noted that President Boluarte did not attend the chamber to exercise her defense, despite having been summoned, a fact that was interpreted by several legislators as a sign of lack of respect for Parliament. “He should not stay one more minute in the Government. That he has not come to defend himself demonstrates his inability to face his own actions,” said the congressman. Guillermo Bermejo during his intervention. In the same line, Guido Bellido urged to speed up the vote. “It is time to enter the debate. If they are not going to speak, let’s move faster.”
In this way, Congress far exceeded the constitutional minimum of 87 votes necessary to declare a presidential vacancy due to “permanent moral incapacity.” The decision marks the end of Boluarte’s mandate after months of political crisis and tensions between the Executive and Parliament.

The Congress of the Republic dismissed President Dina Boluarte for “permanent moral incapacity.” In the absence of vice presidents, according to article 115 of the Constitution, the presidency falls to the president of Congress, José Jerí of Somos Perú. Jerí took office after a motion of censure against the Board of Directors that was unsuccessful.
His management has been characterized by aligning himself with the predominant forces in Parliament and he has faced tax investigations. Previously, he voted in favor of Pedro Castillo’s vacancy in December 2022 and supported the filing of investigations against Boluarte.
