In a message to the nation last Sunday, Boluarte mentioned that if Parliament persists in its refusal to not approve the elections to be held this year, would propose from the Executive a legislative initiative for there to be general elections this year “inevitably” and another for the “total reform” of the 1993 Constitution.

Through the social networks of the Presidency, the Executive power “regretted” that Congress has voted against the advancement of elections to 2023.
The president will send “immediately” a bill so that “Peruvians can democratically elect their authorities” this year.

Congressman Jaime Quito, from Peru Libre, highlighted that before the plenary session begins this Thursday, February 2, he will talk with “all the benches” so that they are in favor of his bill to hold general elections “in 4 months” with a referendum to convene a constituent assembly.
He then clarified that Peru Libre is not “imposing” a constituent assembly and that they only seek to “consult the people.” In this sense, he mentioned that until now they would have between 45 or 46 secured votes with the legislators who have been proposing the consultation of the constituent assembly.
“We hope to start from that base, but we are also going to talk and coordinate with all of them. We are also going to talk with the benches of the center and we are also going to talk with the benches of the right. I am going to call all of them because we have until 10 in the morning (this Thursday) ”, she expressed in an interview on channel N.

The spokesman for the Perú Libre bench, Flavio Cruz, indicated that they will take their time to present the minority proposal of congressman Jaime Quito to advance the elections with a referendum.

Now the minority opinion proposed by congressman Jaime Quito, of Peru Libre, on bills 1897 and 1918, regarding the constitutional reform for the advancement of general elections and the referendum to call a constituent assembly, is supported.
Congress rejected complementary elections in December 2023
The substitute text that proposed complementary elections in December 2023 was rejected by the Plenary of Congress with 68 votes against, 54 votes in favor and 2 abstentions.
Indeed, the president stated that would call new elections for October 15, 2023 and that the second round be in December. Along the same lines, he pointed out that legislators could make “necessary” constitutional modifications until February 28.
Next, he announced that another of his proposals would focus on the next elected legislature delegates powers to the Constitution Commission to make “a total reform” of the Political Constitution of 1993, and that said change be ratified by referendum.

It is so the new authorities would not start a new five-year termbut rather that their terms would end in July 2026. Subsequently, José Williams, head of the Legislature, began the debate for this new proposal that must have 87 votes in two legislatures or, in any case, 66 to be ratified via referendum.

The legislators of Free Peru have been criticizing this proposal because they point out that consultation of a constituent assembly should have been included to change the Constitution. Other benches such as Cambio Democrático, Perú Bicentenario and Acción Popular have already spoken out against Hernando Guerra’s initiative.
It should be mentioned that the Congress suspended up to three times the session to see the advance of the elections for this 2023. On Friday, January 27, the session was postponed to Monday in order to vote on a reconsideration of the rejection of the substitute text for the elections this year.
In addition, on Monday the reconsideration was approved, but the debate was postponed after ‘Nano’ Guerra requested a fourth intermission. Finally, on Tuesday it was suspended again until this Wednesday at 11:00 am after it was decided to extend the legislature until February 10.
Dina Boluarte: what happens if the president resigns?
