Dina Boluarte indicated, during her Message to the nation on July 28that his Government seeks to improve the Peruvian civil service. In this context, he announced various measures with a view to achieving this objective. One of them is the creation of the National School of Public Administration.
“As I announced in my speech on July 28, 2023, we are committed to strengthening the Peruvian civil service. In this regard, we approved a regulatory framework that has allowed us to achieve order in the human resources management documents of 176 public entities of the Executive Branch and to incorporate people with suitable profiles for the fulfillment of the public function in management positions in 293 entities of regional and local governments,” said the Head of State.
National School of Public Administration: what is it and who can participate?
He later explained that the National School of Public Administration The aim of this school is to “strengthen the capacity building of public servants at the three levels of government.” In addition, this school will be aimed at “any citizen interested in accessing public service,” as the dignitary stated.
This announcement follows the National School of the Judiciary, proposed by Congress. The project seeks a change in the selection and appointment of judges and prosecutors and in disciplinary control, is very confusing and requires a complete restart of the system, without a certain date for its entry into operation.
For this reason, judges, prosecutors, lawyers and various operators of the justice system agree that it would take at least three years for the new model to be in a position to function.
In June of this year, the Constitution and Regulations Commission of the Congress of the Republic, chaired by Fujimorist Martha Moyanoapproved, with 13 votes in favor, 5 against and 5 abstentions, the preliminary draft of the constitutional reform through which they intend to eliminate the National Board of Justice (JNJ) to be replaced by a new institution called the National School of the Judiciary.
With the approval of the opinion, Congress could reform the Constitution to eliminate the National Justice Board (JNJ)an entity that has been the subject of several attacks for investigating the now dismissed Patricia Benavides.
