The General Directorate of Livestock (DIGEGA) and the General Directorate of Budget (DIGEPRES) They signed a protocol in which both State institutions reaffirm their commitment to ensure national livestock production and the strengthening of food security.
This is the Protocol for the execution, monitoring and evaluation of the goals of Results-oriented Budget Programs (PoR): “Prevention and Control of Bovine Diseases”, as well as “Promotion and Development of Productivity of Bovine Milk Production Systems ».
It was signed by the General Director of Livestock, Dr. Geovanny Molina, and the General Director of Budget, José Rijo Presbot, in an activity held at the DIGEGA headquarters, located in the Ciudad Ganadera, National District.
The DIGEGA is the official institution in charge of drawing up and executing the Government’s livestock policy and promoting the development of the country’s livestock sector. It does so through the implementation of plans, programs and activities that protect animal health and increase the productivity of local herds, in a way that favors the feeding of the Dominican population as a whole and at the same time increases income and the level of employment of large segments of the population residing in rural and suburban areas throughout the country is improved.
Its executions are carried out from three directions: The Directorate of Extension and Livestock Development, the Directorate of Animal Health and the Financial Administrative Directorate.
As part of what is established in the document, DIGEPRES will offer the permanent and necessary technical advice in the process of designing or redesigning the program and is committed to ensuring the availability of the budget to achieve the results of the project, based on the evaluation of the its design and its costs, provided that they meet the methodological criteria.
Additionally, it will provide methodological and technological tools for the formulation of budget programs.
According to a note delivered to the press, the General Directorate of the Budget will decide, on the recommendation of the evaluation commission for the design, monitoring and performance evaluation of the program, whether or not to continue it based on the results of the evaluations and achievements. achieved and will be in charge of formulating and approving the standards and procedures for monitoring and evaluation.
In terms of budget execution, it will allocate the quarterly commitment quota for the entire year based on the annual indicative programming registered for the PPoR.
DIGEPRES also assumed the commitment to timely authorize appropriation certificates, modifications, programming and budget reprogramming in accordance with the provisions of the regime.
Meanwhile, the DIGEGA, through its director Geovanny Molina, guaranteed that the institution under his charge will continue to promote the development of national livestock, boosting the productivity and competitiveness of livestock producers, as well as safeguarding animal health to achieve safety. of the Dominican people, within a framework of environmentally sustainable action and in accordance with the guidelines drawn up by the Executive by the President Luis Abinader.
The signed protocol is part of the agreements established for compliance with the guidelines and procedures for the execution, monitoring and evaluation of the physical-financial goals of the Results-Oriented Budget Programs, as well as for the evaluation of the design of the program with a view to the 2023 budget formulation. It seeks, in a complementary manner, to contribute to linking planning with the budget, through a sequence of activities and tasks that lead to the construction of programs, based on policy objectives and priorities.
Both the Livestock Directorate and the Budget Directorate have established the importance of periodically supervising the execution of the aforementioned program, ensuring the achievement of the objectives set from its formulation and ensuring its efficient execution.
It was made clear – via the protocol – the commitment to render a periodic account through the annual follow-up and evaluation reports, providing evidence of the achievements made.
DIGEPRES, in general terms, has as its mission in the State the efficient allocation of public financial resources to contribute to economic and social development, in a context of fiscal sustainability and macroeconomic stability, through the regulation and administration of the budget system.
