The First Secretary of the Central Committee of the Party and President of the Republic Miguel Díaz-Canel visits this Thursday morning the La Cecilia Community, belonging to the Paraguay Popular Council, about seven kilometers from the provincial capital.
With more than 976 inhabitants, this community is one of 29 that, in the municipality of Guantánamo, are part of the social transformations in the neighborhoods in conjunction with government institutions and the participation of the population.
Among the main actions carried out in this community are the construction of new houses, hydraulic rehabilitation, the repair of a school, the incorporation of new services, the repair of streets, and recreational areas.
Fourteen homes have been recovered where more than 90 percent are in a poor to fair condition.
The La Celia community has agriculture and various crops as its main strengths.
Díaz-Canel: “The concept of working with neighborhoods is to support them, not intervene in them”
The First Secretariat of the Party, Miguel Díaz-Canel Bermúdez inquired about the state of participation of the population in these tasks and about the priorities that have been established.
He spoke about how the country has been able to control the pandemic in the country, he recalled that on Monday the country begins to open the country to tourism.
The pandemic process has been a learning experience, he said.
We are strengthening our concept of People’s Power, he said, and that requires a consultation with the voters and based on their proposals, go to the Municipal Assembly of People’s Power, which approves the actions to be followed, so that the solutions of the problems of each community.
We defend the concept of participation and democracy, which implies that people have participation scenarios, said the president.
He mentioned the assemblies of accountability of the delegate of the Popular Power as one of them.
He referred to the importance not only of the proposals and actions in the neighborhoods, but also of the concept of popular control that are important. “If we are able to consolidate that then we are strengthening that concept of People’s Power. When we do, we are helping to build Socialism and defend it.”
“The concept of working with the neighborhoods is to support them not to intervene in them,” reiterated the First Secretary of the Party’s Central Committee.
The Cuban president is accompanied by the member of the Secretariat and Secretary for Organization and Politics of Cuadros, Roberto Morales Ojeda, the Deputy Prime Minister Alejandro Gil Fernández and the Hero of the Republic of Cuba, Gerardo Hernández Nordelo.
