“We are a team and I can’t go against my team,” he says Diana Gonzalesthe congressman of Country progress who has just turned 33 years ago and is one of the youngest women in Congress. It does not refer to its party, although it considers that there are spaces for certain criticisms, especially when it makes the difference between the bench and the organization itself. He speaks of the Congress of the Republic in general. He has represented Peru since the volleyball team in the group of the ‘Matadorcitas’ remembered, and explains that it is not a diplomacy, but of teamwork: “I cannot go against my institution, let’s say publicly. The dirty trapitos … It’s about my team, with good and bad. ” He confesses, however, that when he dreamed in Arequipa, since childhood, to be a congressman, he had the idea of participating in the debates that are increasingly scarce and of lower level. “I prepare my interventions, I support my projects, I seek the support of the votes”, something that is increasingly happening in Parliament. Accept that 25, 30% of congressmen are not qualified for the position. That there is crime and corruption, in the institution.
He is Catholic, punctual, admires his parents who will soon turn 35 years old and who have built a united family, with two children educated and accompanied at all times by them, for their development and success, and, before the question of where they See in about five years, he replies that he looks married, with a life project that includes children, without ruling out again to postulate Congress or, otherwise, return to the private sector.
You were one of the strong voices against the indefinite extension of the reinfined, has it been your greatest fight in Congress?
Well, we had an opinion on that subject and in the end we voted for the proposal that had the greatest consensus. In an ideal world we would have loved that this dies on December 31 of last year, but Congress is consensus, although no one knows that the miners outside the commission were waiting for me to shout at me arequipeña traidora.
Did you receive threats?
NO, although one day they followed me to Congress and I felt fear when they did not open the door, because there were many people who came to shout. I was surely and my advisors, but the situation could be made violent. And another day, drinking coffee, a colleague told me that he admired me to continue with this fight, that he had threatened him and that they had told him that I also care for me, that they sent me greetings.
How do you describe to informal mining?
Illegal.
Criminal too?
It is a formalization process of more than 10 years. A quite comfortable process for them and, for example, the penultimate opinion was even to allow authorization to be required for chemical and explosive inputs. Luckily we stop it. Definitely, not everyone can be criminals, but sometimes this issue beautiful with the criminal.
In your opinion, in the Legislative there are also people who pretty with the criminal?
I think so. Although always in the lunch we talk about this with the people of my office. How not to generalize at the same time understanding frustration by the population, and I think a communication strategy is pending because not all laws are bad, and suddenly the laws that are very good have needed a better diffusion strategy.
Although there are issues that go beyond projects, such as ‘mochasuelors’ or ‘children’.
It is true that, in addition, these issues pull the press a lot, rather than the law that regulates sports bets, for example, which means strengthening state athletes with more than S/160 million in a first year of regulation.
We talk about the most unpopular parliament of all time. Does it disapprove too?
It is a subjective issue. Not all congressmen are bad, that is statistically impossible because I am here too and I work and I believe in institutionality. For example, what would have been the course of the country if on December 7, Congress did not vacated Castillo, in those 90 minutes that many people felt in Venezuela?
Change the question, do you think there are people who do not qualify in this congress?
In my second mastery about government and public management I was from the position against a congressman to only be Peruvian and over 25 years. That is, decide laws, public policies and the course of the country without major requirement. That is also a problem: preparation versus the issue of representation. In fact, I have seen cases in which the advisors know that congressmen do not know about a subject and take advantage of that. Suddenly 25 to 30% should not be in Parliament.
Is it just a topic of preparation, then?
No, either, because you can have all the titles and for having and that does not guarantee you a good performance. Here there is a lot of ethics, many values and principles with which you cannot negotiate in any way, but it has occurred. Corruption is also present here.
And in the Executive.
They have no planning, or advisors. And clearly the ministers are fuses, but the Interior Minister, Juan José Santiváñez, is a burnt fuse.
