The National Tax and Customs Directorate (DIAN) issued Resolution 9021 of 2025 with which it prohibits from now on the international customs traffic of cigarettes classified in the Tariff 24.02 of the Customs Tariff.

Regardless of their country of origin, the cigarettes classified in said tariff item that arrive at the national customs territory and that do not have a final destination Colombia cannot be authorized by an international customs traffic until their country of destination.

For its part, Those who are legally imported to the country or whose final destination is Colombia, will maintain the corresponding income and nationalization.
The DIAN warned that its import distortion study between 2021 and 2023 showed the annual growth in open and technical smuggling due to subfacturing of these products, estimating that the State ceased to receive 94,874 million pesos for customs taxes.
