The National Development Plan is the roadmap that governs the public policies of a Government. The Assembly knows the current plan in part.
Although the National Development Plan is the document that governs policies, programs, public projects, the execution of the State Budget, investment and the allocation of public resources seems to be a forgotten issue in the National Assembly.
On September 21, 2021, the head of the National Planning and Development Secretariat (Senplades), Jairón Merchán, delivered the official document to the Assembly for the analysis of the Budget of the State during these four years.
However, when interviewing some assembly members about their position on this document, some indicated that they had not even reviewed it.
What Assembly Members Say
Rafael Lucero, head of the Pachakutik bloc, said they have not yet reviewed the National Plan sent by the president, Guillermo Lasso. “We are going to do the respective analysis and check that everything is within the legal framework,” he said.
This, a few days after the Executive sends back to the Assembly the new Budgetary Proforma that will be in force for 2022 and that must be approved with prior knowledge of the National Development Plan.
For her part, the assemblywoman for the Democratic Left, Wilma Andrade considered that this plan has a focus extractivist, as it is based on the incentive of oil production. “I do not agree, because this would require around $ 17 billion in investment,” he said. However, he considers that a success of this document is that it would provide the opportunity to generate employment through projects linked to the entrepreneurship.
“As far as I understand, nothing has yet reached the Assembly,” said the assemblyman and coordinator of the Democratic Left bank, Alejandro Jaramillo, and justified his answer by noting that the Executive the delivery of this document was delayed, due to the fact that it would not have been delivered within the established period.
No timely dissemination
According to the political analyst Édgar Zamora, andl Government it has not disseminated this plan adequately and in a timely manner. “It is a main roadmap, which the Government itself has not been in charge of making noise, so how important is the Development Plan for the Executive?”, He pointed out.
Jairón Merchán, head of Senplades, said – during the official delivery of this document to the Legislature (September 21, 2021) – that, “the Assembly has a great opportunity to side with Ecuadorians to help create the opportunities they so badly need.”
However, the superficial knowledge of this document by some legislators would leave open the possibility of a lack of in-depth analysis on the main policies that will govern the government of Guillermo Lasso. (MFU)
