The Chamber of Senators approved the law that approves the Economic and Social Development Plan 2021-2025, “Reconstructing the economy to live well, towards industrialization with import substitution”, which for the opposition constitutes a instrument that violates departmental autonomies, while the Government ensures that what it has is coordination between the central level and the regions.
The document was submitted to the Executive Branch for promulgation. The norm, which includes six articles and an additional provision, in its fourth article defines the entities for which it is of mandatory application and execution: Legislative Branch; Executive Branch and its public companies; Judicial authority; Electoral Body; Plurinational Constitutional Court; Institutions for the Control and Defense of Society and the State; Autonomous Territorial Entities and Public Universities.
The law was questioned by the opposition, which considers that it violates regional autonomies.

On the other hand, the Minister of Development Planning, Felima Mendoza, assured that the norm does not violate regional autonomies and that it only defines the need for coordination, which is a exclusive competence of the central level.
“We have noticed a total ignorance on the part of the opposition, starting with our Magna Carta, it indicates that national planning is a exclusive competence of the central level of the State. The departments and municipalities have their own plans (…), both plans (departmental and municipal) must necessarily be in coordination with national planning, ”Mendoza told Gigavisión.
The head of the Bank of the Movement Towards Socialism in the Senate, Luis Adolfo Flores, agreed that the Economic and Social Development Plan 2021-2025 does not violate municipal autonomies or governments.
“The Plan (of Economic and Social Development 2021 – 2025) was carried out on the basis of the plan presented by the then candidate (now president) Luis Arce Catacora (…) and does not mention municipal autonomies or governments, other than that they must present its own five-year plan (…), therefore, the autonomies of the sub-national governments are not being violated at all, ”he explained.
