During his presentation before the Plenary of Congress, the President of the Council of Ministers, Gustavo Adrianzén, and the head of the Ministry of Economy and Finance, José Arista, highlighted that he budget for 2025which would amount to S/252,000 million (4.6% more than 2024) will be decentralized.

According to Arista, regional governments will receive S/54,452 million, which means an 8.7% growth compared to 2024. Local governments will be given S/37,518 million, that is, 24.2% more than this year.
In this regard, he stated that subnational governments have a 58% share in the “decentralizable budget for capital expenditure.”
The Prime Minister said that no municipality will receive less than one million soles to finance projects.

Slow progress
The commitment to a decentralized budget has not taken into account the low spending progress registered by municipalities. According to the MEF portal, local governments have only disbursed, as of September 4, 48.4% of the total amount allocated for 2024.
In a recent column in Peru21, former minister David Tuesta also questioned that of the 59,395 approved public investment projects, 22,934 have not disbursed a single sol.

The 2025 budget proposes an outlay of S/15,532 million for public order and citizen security.
Prime Minister Gustavo Adrianzén said he is a “stubbornly confident person who believes we could grow 4%” this year.
