The parliamentary recess will expire on Monday and the deputies will return to ordinary sessions this Wednesday.
Among the most important projects and issues that legislators will have to deal with is the new Public Procurement and Procurement Law. Law 2051 of the DNCP already dates from 2003, so it will be updated, with the experiences lived in these 18 years. Mainly because of what was experienced in the pandemic where purchases had to be made urgently without reducing control procedures.
Another important point to be addressed is the political trial of Sandra Quiñónez, State Attorney General. She is accused by the ruling caucus of the Lower House and by the opposition of nine cases for poor performance of her duties. However, this request will not yet be presented this Wednesday. It is expected to be treated in the fortnight of March.
There are also requests for interpellations against Cristina Muñoz, head of the Sanitary Services Regulatory Entity (Erssan), and Ariel Oviedo, Minister of the Environment (Mades). Just to mention some of the most important points.
Sebastián Villarejo, a national deputy for the PPQ, affirmed that the political trial will not yet be dealt with next week, but that the ideal is to present it in the fortnight of March.
“Moving the decision to after the fortnight would already be too much. Once the commission processes start, it will be seen how this year’s dynamics go, ”he said.
When asked about the number of votes, he pointed out that they cannot wait forever and that each legislator will be responsible for the decision they make.
“The defenders of Quiñónez do not have to set the agenda for us, nor can it be eternal. In this duality, we must find a fair and proper balance point for our country, ”he said.
GONZALEZ
Kattya González, national deputy for the PEN, pointed out that the items on the agenda have not yet been defined but that the projects will surely be sanctioned.
“We started a session period that we would have liked to have been prepared with more wisdom, diligence and openness, but that is not the reality,” he questioned.
When asked about the requests for interpellations that she requested against the aforementioned ministers, she stated that 41 votes are required to achieve their approvals. So she keeps looking for votes before submitting.
“I think there is a very important response from the Court within the framework of the request for interpellation. Not only did we ask, but we made two calls, one to the Supreme Court of Justice and the other to the Prosecutor’s Office to intervene, ”he said.
The interpellation request against Oviedo was for the filling of wetlands in Lake Ypacaraí and for the downflow of the Tebicuary River due to the pumping of rice companies.
“The Court clarifies that it did not authorize the filling of the wetlands. We have to know the moment in which we are going to present, now we are going to build a majority or else we are going to present to lose, ”she finally said.
