ARTICLES
Article 1 declares a state of emergency throughout the country, in the face of the Covid-19 pandemic, until June 30, 2022. Article 2 extends the validity of Law 6,707/2021 until June 30 of this year. , with regard to the powers and authorizations established in the regulations.
Article 3 determines the extension, until March 31, 2022, of the validity of Law 6,742/2021, referring to the National Coverage Fund for Hospitalized Patients, with its amending legislation, Law 6,848/2021.
The questioned article 4 authorizes the Ministry of Public Health and Social Welfare (MSPyBS); Social Security Institute (IPS); Hospital of Clinics; Military hospital; and the Rigoberto Caballero Hospital of the National Police, to carry out hiring for replacement in case of resignation, death or retirement of health personnel, from the different health services, until March 31 of the current year.
In a second paragraph, it establishes that medical professionals may have up to four ties or positions in the same institution; or up to four links or positions in different institutions, provided that their schedules do not overlap.
Article 5 states that the Comptroller General of the Republic (CGR), in coordination with the National Anticorruption Secretariat and the relevant control bodies, will establish guidelines on transparency and control in the administration of the resources provided and for the prevention of acts of corruption.
Article 8 determines that those who execute the planned funds must present, every 60 days, their rendering of accounts, with a report to Congress and the CGR, with all the supporting documentation.
Finally, article 9 empowers the IPS, until June 30, 2022, to pay economic compensation for an amount of up to US$20 million, to suspended formal workers, in preventive isolation, in a situation of risk and rest of health, due to the health emergency of Covid-19 or Coronavirus.
