The Commission of General Legislation of the Chamber of Deputies issued three rulings on a similar number of projects that were promoted by the Frente de Todos, Juntos por el Cambio and the Federal Interbloc, to reform the rental law which was sanctioned in 2020.
The lack of agreement between front of all Y Together for Change will force the two main political forces to try reach understandings with the Federal Interblock Y United Provinces to be able to prevail in the venue of sessions, due to the extreme parity that exists between the FDT and JXC.
The Front of All -which achieved the majority office with 16 signatures- It proposes to maintain the essential aspects of the current law, which are the contracts with three-year terms, an annual update and an adjustment based on an average of inflation and salaries as established by the current law.
They also promote that the owner monotributistas should not go to the general regime when they exceed three executing units if any of them is intended for rent and that they do not pay personal assets if they are intended for rent with a cap of 30 million pesos.
It also establishes a system of incentives for the construction of rental housing.
Another key point is the expansion of surety insurance offers, mandatory banking and the registration of real estate auctioneers with the AFIP, among other issues.

Cecilia Moreau said that the opinion of the FDT synthesizes the “different projects of the deputies of the Front of All” where “the focus is on protecting tenants and encouraging the supply of properties.”
The reforms promoted by the ruling party were explained by the deputies Monica Litza Y Lucas Godoywho defended the current law and pointed out that the reform will add new rights to tenants and will bring benefits to owners who put their homes up for rent.
Godoy pointed out that “the three years of the contract were an achievement because they generate greater predictabilityas well as the annuity in the update” and highlighted the three points to strengthen the demand.
On the other hand, Together for Change proposes in his office – which added 14 signatures – to reduce the terms of the contracts from three to two years and a six-monthly update scheme, which can be agreed between the parties.
The secretary of the commission, karina banfipointed out that “with the law that we sanctioned in 2019 we came to repair some abuse systems, and that is why in the framework of the different informative hearings that we had we were able to reach a common point, which is that the law should not be repealed, because it has positive things”.
“The rental market in Argentina is fragmented and self-employed. It has nothing to do with those that exist in other countries that need regulation to avoid monopolies. In Argentina, what exists is many people who have a property and put it up for rent,” he said. @KBanfi pic.twitter.com/R7F31LLm6N

“Some talk about putting caps and limits on the market. That market that some say they are fighting can be a retired owner who saved his whole life, who is middle class, who bought an apartment and puts it up for rent, “added the opposition legislator.
Meanwhile, the Federal Interblock also presented its office that was supported by the Rio Negro deputies of Together We Are Rio Negro, in which it also promotes reducing the terms of the contracts from three to two years and includes tax benefits for the owners.
The discussion came to the commission after receiving the opinion of 150 speakers belonging to associations for the defense of consumption, real estate brokers, and tenants, who expressed opposing positions on how to reform the rental law.
The legislators who presented their projects were the official José Luis Gioja, Federico Fagoli, Gisela Marziotta, and Mara Brauer; while for JXC they did Martín Tetaz, Alejandro Cacace, Carla Carrizo and Soledad Carrizo.
Carolina Píparo did the same for Avanza Libertad, and Agustín Domingo for Together We Are Río Negro.
