Although in the first ordinary period of the 66th Legislature there have been more than 90 proposals related to issues of gender equality and women’s rights, only those sent by President Claudia Sheinbaum have been approved, an analysis of the Center for Studies for the achievement of gender equality of the Chamber of Deputies.
In the document, prepared by the researcher Gabriela Vargas Flores, it is indicated that the first part of the current legislature was a period historical
not only for gender parity continued in the integration of the Plenary of San Lázaro, but also because it coincided with the first woman who occupies the ownership of the Executive Power.
Although this last element influenced that there are various gender issues in the legislative agenda, the study highlights that of the 93 initiatives and minutes presented in this area, only 7.5 percent – just those proposed by the president – were approved and published in the Official Gazette of the Federation.
The above, the author emphasizes, reflects a challenge in the effective implementation of these proposals
most of which focused on the approach of issues such as gender violence (vicaria, obstetric, cyberbullying) and labor equality (salary gaps, extended licenses and protection for workers).
Also, the study warns that Although legislative efforts show advances, such as the inclusion of issues on sexual diversity and rural women’s rights, the need to strengthen the perspective of equality in all proposals persists and ensure that they respond comprehensively and effectively to social demands to social demands
.
According to the analysis, 81 percent of the proposals related to the subject were presented by women, and the vast majority of these initiatives (61.3 percent) corresponded to Legislators of Morena and PRI. Well below were the parliamentary groups of MC, PAN, PT and PVEM.
On the other hand, it was documented that 82 percent of the proposals in question were sent to a single commission, which in 25 percent of the cases were that of constitutional points, since most initiatives seek to modify the Magna Carta.
