The Chamber of Deputies began to meet at 11:55 a.m. to debate projects proposed by the Frente de Todos (FdT) and Together for Change (JxC) benches and that address issues related to HIV treatment, medicinal cannabis and incentives for the construction.

At the beginning of the session, the opposition requested to vote for a summons so that the Single Ballot projects are discussed in committee, given the impossibility of addressing them on tables, because they do not meet the two-thirds of the votes necessary for that requirement.

In mid-afternoon on Wednesday, the heads of the main benches in the Chamber and the authorities of the body agreed to move forward with the request by the opposition to convene a single special session to deal with the initiative they had requested on the Single Paper Ballot and the issues requested by the Frente de Todos on HIV, Medicinal Cannabis and promotion of construction.

The request was presented to the president of the Chamber of Deputies, Sergio Massa, to unify the two special sessions that the opposition -assigned for 12 o’clock- and the Frente de Todos -scheduled for 11 o’clock- had requested for the same day, with agendas different.

The president of the radical bloc, Mario Negri, reported that the blocs that requested the session to enable the Single Ballot debate sent a note to the head of the Lower House to “request that our session be unified with the one requested by the ruling party and consider our initiative first.

The legislators thus requested to unify the two sessions into one, for 12, in which the projects on the Single Ticket and the projects on HIV, medical cannabis and promotion of incentives for construction are included.

The request was made by Together for Change, Federal Interblock, Together We Are Río Negro and Avanza Libertad, who last week requested a session to discuss the initiative to implement the Single Paper Ballot on tables.

The decision was adopted at a meeting held on Wednesday at noon in the Annex building, where they agreed to send the note to Massa, which is signed by the deputies of JXC Negri, Juan Manuel López (Civic Coalition), Margarita Stolbizer and Emilio Monzó (Meeting Federal), and Carla Carrizo (Radical Evolution).

The note was also signed by the Federal Interbloc, Carlos Gutiérrez and Ignacio García Aresca (Federal Córdoba), Florencio Randazzo (Identidad Bonaerense); Monica Fein (Socialist Party); Luis Giacomo (Together We Are Rio Negro), and José Luis Espert (Advance Freedom).

It was arranged that in this Thursday’s session the electoral issue will be addressed first and then the ruling party’s projects, in a work mechanism that will be finalized at the meeting of block presidents.

In the case of the Single Paper Ballot projects, the opposition arch knows that he will not get two thirds for the project to be dealt with on tables, a necessary requirement because he still does not have a commission opinion.

For this reason, the opponents’ bet is to win an immediate subsequent vote in which they will ask that the plenary session of the body summon the Constitutional Affairs and Justice commissions to begin the treatment of the initiative.

That vote, which requires a simple majority, would be favorable to the opposition, so the aforementioned commissions should be constituted in the coming days.

The project to promote cannabis industry and industrial hempruled last Monday by the Budget and Agriculture commissions with the agreement of the majority of its members, promotes authorization mechanisms for producers and marketersand strategies of security, inspection and traceability In the chain.

The objective is to provide a regulatory framework for the public and private investment throughout the medical cannabis chain and complement the current legislation, Law 27,350, which authorizes the therapeutic and palliative use of the product.

In the case of industrial hemp, it points to legalize the productive links, those of commercialization and their by-products.

The project also contemplates the creation of a regulatory agency, a new public actor, which will act as the governing body and articulator of the cannabis production chain and will be in charge of the multiple regulatory bodies involved: the Hemp Industry Regulatory Agency and of Medicinal Cannabis (Ariccame).

This initiative would become law since it has its approval by the Senate.

Construction incentives

In the case of the project referring to incentives to promote construction, which allows taxes to be reduced in the specific framework of unregistered money laundering, the opinion was issued by the General Legislation Commission based on a majority consensus.

Last December the first stage of the extension ended and they sought to implement the expansion with the 2022 Budget project, which was finally rejected with the opposition vote in the venue, for which this system could not be extended in order to launder those funds with benefits. taxes as long as they are intended for construction.

The bill – which was able to be debated by the plenary session of the Chamber – extends for 180 days, and for the only time, the validity of the Argentine Federal Construction Incentive Regime and access to Housing, which establishes tax benefits .

Sexually transmitted diseases

The bill for HIV, Viral Hepatitis, Tuberculosis and Sexually Transmitted Infections proposes a comprehensive approach from collective health and that provides support and information to break down situations of prejudice and discrimination.

The project has a broad support from across the political spectrum -although Together for Change has some differences- with which its sanction in this legislative body is assured, and it is estimated that it will also be approved without difficulties in the National Senate.

The initiative is included in a package of projects agreed between the Frente de Todos and the opposition blocs, which already had an opinion with the support of the majority of the parliamentary blocs.

The project, presented by the deputy Carolina Gaillard, establishes, among other points, the creation of a National Observatory on Stigma and Discriminationin order to make visible, document and eradicate the violations of the rights of the affected people.

It further proposes that all tests to detect these pathologies must be voluntary, free, confidential and universalwhile promoting the creation of a special retirement schemeof an exceptional nature for those who are suffering from HIV and hepatitis B or C, as well as a non-contributory pension for life for those who are in a situation of social vulnerability.

In this way, those who prove at least ten years since the diagnosis of the disease and twenty years of retirement contributions, can request retirement from the age of 50.

The project also promotes training, research, dissemination of mass campaigns and the formation of a National Commission for HIV, Viral Hepatitis, other STIs and Tuberculosis, integrated in an interministerial and intersectoral manner by representatives of state agencies, scientific societies and organizations of the civil society with work in these pathologies.

The integration of this Commission must be determined by regulation, guaranteeing federal and gender representation.
