HOLY SUNDAY.-The Chamber of Deputies turned into law the project that declares the need to convene the National Assembly to modify the Constitution.
The piece received emergency treatment, which led the deputies to know it in two consecutive readings, although the political opposition withdrew in a unified manner in the second work session.
The reasons for modifying the Constitution varied slightly with respect to the original project submitted by the Executive Branch, although it preserved its conceptual core.
Details and discussions
The bill that had been approved by the Senate last week received 135 votes in favor and one against in its first reading, the opposition representatives abstained from voting, a common reaction that is allowed for deputies.
In the second reading, the opposition, represented mostly by the People’s Force bloc and the Dominican Liberation Party, left the session; However, this did not prevent the ruling party from validating the piece, since it has enough votes and made them effective.
In a dissident report prepared by deputies Danilo Díaz and Mayobanex Martínez, representing the PLD, it is indicated that the reform is not a national priority.
The defense
However, the law contains in its recitals arguments that validate the change to the Magna Carta.
It indicates that the need to strengthen the system of controls that operates on the powers of the State is evident, in order to guarantee the full application of the principle of separation of powers.
It also suggests that by reinforcing the independence of the Public Ministry, this body will be in better conditions to perfect criminal investigations and exercise public action, although the attorney will continue to be appointed by the President of the Republic.
