The Chamber of Deputies approved with modifications the bill “That implements the mandatory acquisition and commissioning of a radar system with the scope to cover and protect all national airspace.”
The regulations, which have half sanction of the Chamber of Senatorsaims to establish effective control of all national airspace, in order to prevent the entry of aircraft irregularly that may be involved in the illicit trafficking of narcotic substances, and everything related to organized crime and related crimes.
The enforcement authority will be Paraguayan Air Forcewhich may coordinate the airspace control mechanisms with other security institutions, according to the explanatory statement.
The president of the Legislation and Codification Commission, the deputy Jorge Avalo Marino (PLRA-Paraguarí), advocated for the approval of the initiative, but with modifications, pointing out its importance and taking into account that it raises the protection and national security.
In this context, he explained that the present modifications aim to change the terminology in four articles where the word “control” is used, and modify it by the word “monitoring”.
“Given that the enforcement body is the Paraguayan Air Force, what corresponds to it is to monitor, while control corresponds to the Civil Aeronautics Directoratein accordance with international agreements that regulate air traffic to which our country is adhered, “he said.
Legislators Edgar Acosta (PLRA-Central), head of the Committee on Accounts and Budget Execution Control; and Walter Harms (ANR-Itapúa), adhered to the proposal of the Legislation and Codification Commission, for which it was voted as the base text.
