The Chamber of Deputies gave half sanction to the bill “That modifies articles 20 and 21 of Law No. 4,013/2010 “That regulates the exercise of the right to conscientious objection to compulsory military service and establishes the substitute service to the same for the benefit of the civilian population.
The proposal consists of the inclusion, in article 20, of a section where all males of 18 years of age are obliged to have, indistinctly, or with a card or certification of compliance with conscientious objection; proof of payment of the tax established by law; certification of insolvency or proof of exemption from payment for insolvency, to carry out certain public procedures.
Those registered as conscientious objectors have three options to access the conscientious objector card to Compulsory Military Service (SMO). The first is to perform a substitute service; the second is to pay a fine of G. 400,000 (five minimum wages) and the third is not to do social service and declare insolvency so as not to pay the fine.
Young people who do not have a card, proof of payment and/or a certification of insolvency, will not be able to carry out procedures related to obtaining and renewing passports; they will not be entitled to access scholarships from the Paraguayan State; nor to compete for access to the public function.
