SANTO DOMINGO. – The Chamber of Deputies approved in first reading the draft law of General State Budget for the year 2023, after receiving the report of the Bicameral Commission that studied the initiative from the Executive Power.
The project, which must be approved by the deputies in second reading, before going to the Senate of the Republic, contemplates consolidated income for an amount of RD$1,115,861.3 million, as well as financial sources for RD$363,257.8 million.
Article 5 says “A total of consolidated expenditures are approved in the General State Budget for the 2023 financial year, for the Central Government, Autonomous and Decentralized Non-Financial Organizations and Public Social Security Institutions, for a amount of One Million Four Hundred Seventy Nine Thousand One Hundred Nineteen Million One Hundred Ninety Nine Thousand Seven Hundred Seventy One Dominican pesos (RD$1,479,119,199,771)”.
The deputies, together with the project of the General State Budget for 2023, also approved an addendum sent by the Executive Branch where changes were made to articles 58 and 64.
The bill, with the addendum that was incorporated, and that will be known in second reading next Tuesday, had a vote of 100 votes in favor, 62 against and one abstention.
In article 58, the part where it says: “It is temporarily modified”, by “It is suspended during fiscal year 2023.”
While, in article 64, the National Public Defense Office is added to the list of institutions that will have the use of the Financial Management Information System (Sigef).
The president of the Bicameral Commission that studied the initiative, Deputy Frank Paulino explained to the chamber that the draft General State Budget for 2023 is the piece that has the greatest social components.
“It is a piece that is fundamentally based on fuel subsidies, electricity subsidies, subsidies for basic necessities and a high social component through the Solidarity Card”, explained Frank Paulino.
In addition, during this Friday’s session, the plenary session rejected a dissident report on the Budget project, presented by deputy Radhamés Camacho, of the Dominican Liberation Party.
The president of the Chamber of Deputies, Alfredo Pacheco, upon closing the work of this Friday’s extraordinary session, summoned his fellow deputies for next Tuesday at 11:00 in the morning.
