“We don’t have the ability to react. The situation is one of insecurity in several fields, consequently we cannot remain with our arms crossed”, he expressed.
RESPONSIBLE
Walter Harms, deputy for the ANR, said that an interpellation against the Minister of the Interior is imposed. He announced that he will accompany the request. However, he clarified that they have not yet had the opportunity to analyze it from their bench.
“Paraguay is going down a path of anarchy, with criminal groups taking control of the national territory. With desperate situations and that have no action from the security agencies. We see an absolute lack of ministerial leadership,” he stated.
He warned that if Mario Abdo Benítez, President of the Republic, is stubborn and capricious so as not to see Giuzzio’s shortcomings, Parliament will have to take action on the matter.
“Congress must do something, otherwise we will become responsible for Paraguay becoming the new Mexico or Colombia of the 1980s,” he said.
ORGANIC LAW
Celso Kennedy, a liberal deputy, affirmed that it is a constitutional duty that the Lower House has when it finds doubts about the management of a minister to be able to question him. For the legislator, the whole problem is not the exclusive responsibility of Giuzzio, since insecurity has its origin in the police organic law.
Kennedy affirms that during his two periods, attempts were made to modify the document without any success.
“With the opposition of ‘Honor Colorado’ we have not been able to finalize that situation. The last project was rejected by them and they promised to present a new one, something they never did”, he expressed.
Kennedy affirms that the problem of the National Police is the organizational system established by its own organic law that empowers them to be judge and party in all their actions. Especially when it comes to promotions.
“There is a small group of police officers who have the capacity to detect and clarify any type of crime. If they had control, the problems in the north would be solved, but most of it is dedicated to collection”, he questioned.
SENATE
Also due to insecurity, Zulma Gómez, a national senator for the PLRA, requested via note, an extraordinary session of the Permanent Commission. This, in order for congressmen to debate and seek a solution to the problem.
