Demolition of the José Reyes parking lot will begin

The authorities are preparing to begin the process of demolition of the parking lot on José Reyes streetin the Colonial city to build a new building and for this, the work was already awarded through bidding. However, the Association of Merchants of Calle El Conde (asoconde) considers that it would be an error to initiate the process without knowing the failure of the Superior Administrative Court who was seized of the case.

The Mayor’s Office reported that the project was tendered and awarded to a company that was not identified, which is in the process of purchasing materials for the manufacture of walkways and perimeter protections.

They are also in the phase of dismantling the equipment and devices owned by the Town hall located inside the parking lot. In addition, POLITUR has already been formally notified so that it can move its offices within the area to be demolished as soon as possible.

The Town hall He indicated that partial and total closures that do not significantly interfere with the roads have been contemplated. All this will be prior to coordination with the Directorate of Cultural Heritage and Historic Center so that they generate the least possible inconvenience.

“It is contemplated partial and total closures that they do not significantly interfere with the roads, all this will be prior to coordination with the Cultural Heritage and Historical Center Directorate so that they generate the least possible inconvenience. The demolition process will be controlled, guaranteeing that the risk to neighboring buildings is minimal,” said the Mayor’s Office..

“In the perimeter areas of the building, the use of cutting technology with diamond wires has been contemplated and in areas far from the perimeter, traditional methods will be used, this allows us to minimize risks and have greater security for both labor personnel and for passersby and residents of the area” they added.

The Mayor’s Office informs that the demolition is a project that seeks to provide security and avoid future situations in the face of seismic movements to which the building is exposed. The parking lot has been out of service for more than a year and during this period, Public Works, the College of Architects and Surveyors Engineers and the National Office for Seismic Assessment and Vulnerability of Infrastructure and Buildings (ONESVIE) have carried out studies on the structure and they recommend its demolition.

The Association of Merchants of Calle El Conde (asoconde), through the voice of his lawyer, Luis Yépez, considers that It would be a mistake for the Mayor’s Office to start demolishing the building without waiting for the decision of the appeal that they raised before the Superior Administrative Court which rejects in all its parts the eviction of which they were targeted, the violation of a lease and other aspects.

He argued that the mayoress has bad legal advice with a case that is pending in the courts without knowing the results of a competent court. “That commits her (the mayoress) personally, even more, in accordance with article 148 of the Constitution, it even compromises her civil and criminal responsibility,” she warned.

Yépez said that in this case they have acted in violation of the rights and norms, and that proof of this is that to carry out the eviction he had to use the municipal police, which should call for reflection by the authorities of the city council and wait for the decision of the Superior Administrative Court because if that decision is against the city council, all civil and criminal responsibilities will fall on whoever is in charge of the building entity.

Yépez said that the Mayor’s decision has had an effect on residents and visitors who have to leave their vehicles on the streets and that many have been subjected to heist of some of his belongings.
