Marco Tulio Bruni Celli was born on February 8, 1932 in the state of Anzoátegui. He was a sociologist and lawyer graduated from the Central University of Venezuela (UCV). He earned a PhD in Social Sciences from Cornell University.

In addition, he was a retired professor at the UCV, Venezuelan ambassador to the United Nations and to the Government of the former Federal Republic of Yugoslavia.
He was president of the Inter-American Commission on Human Rights of the United Nations. Deputy in the National Congress of Venezuela for the state of Lara for three periods; He has published several books on political and social issues, two of them being November 24, 1948 and October 18, 1945.
