The acting president, Delcy Rodríguez, carried out the annual message to the nation before the National Assemblyan event that began with a posthumous tribute with a minute of applause in tribute to those who died in the attack on January 3, during the operation in which President Nicolás Maduro and his wife were kidnapped by the United States.
During Rodríguez’s speech, which stood out for being brief and concise, he highlighted the call for political dialogue and “twisting the anti-political exercise” which in his opinion degenerated into a competition to determine “who was dragging the most.”
He stressed the importance of decisively addressing historical contradictions. He pointed out that the relationship between Venezuela and the United States has been tarnished by actions that violated diplomatic limits, when the North American nation attacked, murdered, invaded and kidnapped President Nicolás Maduro and First Lady Cilia Flores after the attacks on January 3. Likewise, he reaffirmed the will of the Venezuelan State to resolve this stain exclusively through diplomatic channels. and He invited the people to preserve the peace and tranquility of the country.
Economic growth
Likewise, he announced the creation of two sovereign funds, derived from oil revenues: The first, aimed at social protection to improve the income of workers, education and health, and the second, called infrastructure and public services. Likewise, he instructed the creation of a technological platform for the effective management of both funds, and to guarantee their transparency and avoid corruption.
Rodríguez commented that for his speech, he brought the gross data on economic growth, highlighting 19 quarters of sustained growth and the 8.5% increase in the country’s GDP.
He assured that during this last year, Venezuela did not import fuel and that the production of 1,200,000 barrels of oil per day was achieved by the Venezuelan workforce.
“Thanks to the CPP model, in 2025 an investment of close to 900 million dollars was achieved in the hydrocarbon sector, producing 1,200,000 barrels of crude oil,” he said.
“This project is to incorporate what is in the Anti-Blockade Law and is protected in our Hydrocarbons Law, which allows these investment flows to be incorporated into new fields (oil) where investment has never been made and fields where there is no infrastructure.
Rodríguez also highlighted as an important achievement of 2025 the consolidation of direct democracy through the model of national power, anchored in Popular Power, where more than 280 million dollars were invested in 35,000 projects that were executed by the communes and communal councils.
Security was another of the aspects mentioned by Rodríguez, where Venezuela reached the figure of 3 homicides per 100 thousand inhabitants, “demonstrating the commitment of the Bolivarian Government to the safety of the people,” he said, at the same time he compared the figures with those of Ecuador, where there are 70 homicides per 100,000 inhabitants.
He also highlighted as achievements the growth of formal employment “as the economy recovers” and assured that maternal and infant mortality also decreased.
Regarding public services, 5 thousand new megawatts were incorporated into the National Electric System (SEN), a 110% growth was recorded in terms of water, and through the Good Government 1×10 program, more than 7 million cases were resolved.
The asphalt was increased by 70% with materials from Lake Guanoco.
International Relations

“Venezuela has the right to relations with China, with Russia, with Cuba, with Iran, with all the people of the world, and with the United States as well, doing so in a respectful manner,” he expressed.
