Delcy Rodríguez continues to leave her mark on the political and governmental framework of Venezuela.
After taking over as president in charge of the country after the capture of Nicolás Maduro by the United States, the ruler has taken measures and promoted reforms that are out of harmony with the historical line of Chavismo, while at the same time she has strengthened ties between Caracas and Washington.
In this regard, this Sunday it emerged that the interim president eliminated several programs and organizations created during the governments of Hugo Chávez and Maduro himself, both of a social nature and linked to the State, and reassigned some of their functions to other entities.
According to the agency EFEThese are entities associated with the Ministry of the Office of the Presidency, to whose direction Rodríguez promoted Captain Juan Escalona last month, who was a member of Maduro’s security team.
In total, there are seven foundations and entities eliminated through a presidential decree with the aim of adapting the structure of the Venezuelan Executive “to the new guidelines and policies of social order” and making changes “that seek the satisfaction of collective interests.”

The eliminated
Rodríguez ordered the suppression and liquidation of the Strategic Center for Security and Protection of the Homeland (CESPPA), created in 2013 to request, organize and evaluate information of interest about “internal and external enemy activity,” he reports. EFE.
Likewise, the foundations New Socialist Peace Mission Mission, created to care for border and security areas, were closed; Bolivarian Revolutionary Movement of the General Active Reserve in Chief Félix Antonio Velásquez, which promoted socio-productive development programs; and Robert Serra Youth Mission of the Homeland, aimed at the youth population.
These foundations emphasized different social aspects and had been created by Maduro between 2015 and 2016.
Along with these, the Propatria 2000 Foundation and the Presidential Office of Special Plans and Projects Foundation (OPPPE) were eliminated, both launched by the late Hugo Chávez and focused on infrastructure works, urban development and rehabilitation of public spaces.

Government transfers
“The suppression and liquidation process will last ninety days and will be in charge of a liquidation board,” indicates the decree signed by Rodríguez, which transfers some of the functions of the eliminated entities and also transfers others assigned to the Ministry of the Office of the Presidency to different State portfolios.
Thus the “aims and objectives” of the New Frontier of Peace mission now pass to the Venezuelan Foreign Ministry, while the drug prevention contemplated by Fundaribas will become part of the Black Hipólita Mission Foundation, created in 2006 by Chávez for the care and rehabilitation of people living on the street, in extreme poverty or with addiction problems.
According to Infobae, the presidential decree also contemplates that the National Corps Against Corruption and the Movement for Peace and Life Foundation were transferred to the Ministry of the Interior, Justice and Peace, while the Radio Miraflores Foundation was placed in charge of the Ministry of Communication and Information.
For its part, the National Council for the Development of Afro-descendant Communities is now part of the Ministry of Education, while the Hugo Chávez Institute of Higher Studies of Thought will be attached to the Ministry of University Education.
These changes are added to those already implemented by the representative in charge, which – as she recalls EFE— include new appointments, changes to the names of some institutions, the reform of an oil law and now also the closure of public entities.
