Delcy Rodríguez, in charge of the Executive, forgot the rhetoric of “external enemy” in less than two months after the capture and extraction of Nicolás Maduro by United States security forces. The official described the US president, Donald Trump, as a “partner and friend” on February 26, returning the gesture that the Republican had towards his administration last Tuesday, February 24 during his State of the Union speech.
From the Teresa Carreño Theater, and surrounded by pro-government youth who until recently chanted “anti-imperialist” slogans, Rodríguez celebrated what Trump said. “President Trump, as a friend, as a partner (…) stop the sanctions and stop the blockade,” the official launched, in a tone that is radically different from the confrontation that marked the last two decades of relations.
Among those surrounding Delcy Rodríguez was deputy Nicolás Maduro Guerra, son of the now captured president. Maduro Guerra applauded Rodríguez’s words.
In his speech. The official stated that Venezuela “has never been an enemy country” of the United States, despite the fact that for years she spoke about the North American country waging an “economic war” against the nation and that the Venezuelan people were in “resistance.” According to the person in charge, the country has always maintained a geopolitical conception of cooperation.

The change in narrative comes 48 hours after Donald Trump announced that 80 million barrels of Venezuelan oil would arrive in his country. In his annual message to Congress, Trump not only confirmed the reactivation of energy operations under open market parameters, but also presented the Rodríguez administration as a necessary ally for American economic dynamism.
Trump highlighted oil growth during his speech and called Venezuela a “new friend and ally.” He highlighted the economic dynamism of his administration and the receipt of more than 80 million barrels of Venezuelan oil.
“We are working in cooperation with the new president of Venezuela, Delcy Rodríguez, to have economic benefits for both countries and bring new hope to those who suffered terribly, because they suffered,” said the president.
