Delcy Rodríguez announces reform of the Hydrocarbons Law under the Chevron model

Delcy Rodríguez asked Venezuelans for national unity to fight the “diplomatic battle” and preserve peace. He presented three bills to the National Assembly: a partial reform of the Organic Hydrocarbons Law, an organic law for the protection of the economic rights of Venezuelans and another organic law for the acceleration of procedures. He also defended energy cooperation with the United States as part of a century-old agenda, without giving up commercial relations with other international allies.


Delcy Rodríguez, in charge of the country’s Executive, after the capture of Nicolás Maduro and his wife, Cilia Flores, presented the Report and Account corresponding to the year 2025. She said that the message was worked on and evaluated with Maduro until about six hours after the US attack.

During his speech, Rodríguez announced that he brought to the National Assembly the bill for the partial reform of the Organic Hydrocarbons Law to incorporate the Chevron model and other production schemes contemplated in the anti-blockade law, with the aim of shielding investments and allowing the incorporation of new capital flows to fields where investment has never been made or that lack infrastructure.

Before offering the annual message, he assured that “all of Venezuela is threatened” and called for national unity to fight the “diplomatic battle” and preserve peace. Specifically, he asked opposition deputies Stalin González and Henrique Capriles to unite.

Although the Venezuelan authorities recently said that it is not planned, for now, for Delcy Rodríguez to travel to the United States, the president of that country said: “At some point I will meet with her”; while insisting that he is in charge of Venezuela “until there can be a transition.”

In that sense, Rodríguez indicated that if at any time he had to go to Washington, capital of the United States, as in charge«I will do it standing, walking, not dragging. He mentioned as another achievement from last year that there was no need to import fuel: «Not a barrel of gasoline was imported to Venezuela. All the gasoline that was supplied to the country was produced by the hands of our workers,” he asserted and said that it is a milestone in a decade.

The new administrator of power maintained that another achievement was “direct democracy” and the consolidation of national power and explained that approximately $280 million were invested in 35,000 projects that were executed directly by the communal councils.

Without delving into many details, Rodríguez assured that formal employment grew last year and “income has been recovering”; However, it must be remembered that the minimum wage in the country has remained stagnant at Bs 130 since March 15, 2022, when the last increase occurred, a figure that is currently equivalent to only $0.38.

“Decrease” in maternal and neonatal mortality rates: The president limited herself to saying that “in the last three years the numbers have decreased,” but she did not specify them either. However, it is appropriate to remember that since 2016 the epidemiological bulletin has not been published, which at that time reflected an increase of 30.12% in infant mortality and demonstrated an increase in maternal mortality of 65.79%.

In reference to public services, Rodríguez listed the rehabilitation of “practically 5,000 new MW, incorporated into the electrical system,” he said that water service was increased by 110% compared to 2024 and asphalt in the nation grew 70%.

Creation of “sovereign funds”

On January 15, Delcy Rodríguez instructed the Vice Presidency of Economy and the Ministry of Economy and Finance to create “two sovereign funds.”

He explained that the first will be for social protection; that is to say, “improve the income of our workers” and so that “the foreign currency goes directly to hospitals, schools, food and housing,” he clarified.

The second, he said, will be destined to improve infrastructure and services for economic and social development. He specified that these currencies will be invested in water, electricity and roads.

On the other hand, he requested the creation of a “technological platform” that makes the use of these resources transparent, “that is devoid of bureaucracy, corruption and indolence,” he said.

Likewise, Rodríguez presented two more bills to Parliament. one of organic law for the protection of the economic rights of Venezuelans: “It will be precisely so that the goods and services are of quality,” he added and asked for collaboration to approve the regulations.

The other is a organic bill for the acceleration of procedures. He explained that he asked the legal teams to “disapply any rule that exists in this territory that is preventing the arrival of investments, for a citizen to carry out their ordinary administrative procedures and for this anti-blockade model to be applied to accelerate the procedures and procedures of the public administration.”

The president of the National Assembly, Jorge Rodríguez, assured that the new resources that arrive in the country will be “for the people of Venezuela.” He indicated that the three bills presented by the person in charge of the Executive “are very important” and will be addressed promptly with the ultimate goal of enhancing the country and prosperity.
