Definitive: cargo vehicles can only enter the National District with special permission

TO starting next Monday, December 6, regulatory measures for cargo vehicles in the Restricted Access Zone (ZAR), of the City of Santo Domingo will remain permanently, reported today the mayor of the National District, Carolina Mejía.

This means and is established in ordinance 14/2021, “that all goods transport vehicles with more than three axles must request authorization to enter or circulate within the ZAR.” The request must be made through the website of the National Institute of Land Traffic (Intrant): www.intrant.gob.do.

Freight vehicles whose routes do not have as origin or destination the ZAR, must make use of the alternate routes enabled for this purpose and, in particular, the Circunvalación avenue.

Through a press release, the Mayor’s Office emphasized that compliance with the aforementioned ordinance does not exempt from the obligation to comply with other provisions or regulations that may be published on the occasion of Christmas or other festivities.

For freight vehicles with three or more axles that circulate through the toll stations on Circunvalación Avenue, special concessions have been agreed for those dates, as long as they use the express pass.

Data collected during the pilot

The authorities indicated that the traffic data collected during the validity period of the pilot that they implemented showed a reduction of up to 60% of cargo vehicles with four or more axles within the ZAR, equivalent to some 4,000 transport units. less in the city.

The study establishes that, in parallel, the traffic of vehicles of three or more axes doubled in the toll stations of the Circunvalación avenue, with average increases of 5,000 additional vehicles on weekdays.

He assures that the traffic of cargo vehicles on the Santo Domingo boardwalk was reduced by 50% with these measures.

The interinstitutional note also explains that for the surveillance and control, the work of the General Directorate of Traffic Safety and Land Transport (Digesett) for the freight transport sector has focused on guiding users about transit through the Santo Domingo Bypass, in the 34 access control points established in the National District, making them change their route to the SD Bypass.

In the same way, it specifies that the units that do not comply with the provisions of Law 63-17 for the movement of cargo have been inspected and an average of 128 daily orientations during the first week, reducing them due to the acceptance of the measures by the users.

“Ponte en Ruta DN” was a pilot project that was born from the need to find solutions to facilitate the decongestion of traffic on the roads of this demarcation and carry out a temporary measurement in search of regulatory improvements for this mode of transport.

The project is part of a joint task between the Mayor’s Office of the National District (ADN), the National Institute of Traffic and Land Transport (Intrant), the General Directorate for Traffic Safety and Land Transport (Digesett), the Ministry of Public Works ( MOPC), RD Vial, the National Federation of Dominican Transportation (Fenatrado), the Inter-American Development Bank (IDB), the Association of Industries of the Dominican Republic (AIRD), the Association of Shipowners of the Dominican Republic (ANRD), the National Organization of Commercial Companies (ONEC) and the Dominican Association of Air and Maritime Cargo Agents (Adacam).
