“General Villagra is charged with two crimes of fraud to the Treasury for an amount of 190 UTM, just over 9 million pesos, which were allegedly committed on October 27, 2011 and January 11, 2013. The process was directed against him on April 5, 2019, more than five years having elapsed without the legal persecution against him being specifically and nominatively directed, which is why the criminal actions are fully prescribed, since the legal deadlines have elapsed ” , held.

After the request, the minister Romy Rutherford required that a separate notebook be formed in order to avoid hindering the progress of the trial.
