The Defense and Armed Forces Analysis Group (GADFA) congratulated the Plenary of the Constitutional Convention for the approval of “the new democratic and republican norms that will regulate the armed institutions in the New Constitution.”
“The restitution of the supreme leadership of the President of the Republic as driver of the national defense and Armed Forces -integrated by the three branches- and the formulation of a law that establishes the National Defense Policy and Military Policy As a presidential obligation, they will create a substantive and effective command over military institutions,” they indicate in a statement.
Along these lines, they add that the “new role of the Legislature in the definition of the National Defense Policy and Military Policy, in the organization of defense, in the definition of the military career and the supervision of military spending, will effectively empower it to contribute to the organization and operation of defense institutions”.
“The clear and exhaustive definition of the constitutional role of the Armed Forces to protect the sovereignty, independence and territorial integrity of the Republic, in the face of external aggression, definitively eliminates the coveted extension of institutional roles to non-professional areas” , they add.
The GADFA recalls that “the firm adherence to the Charter of the United Nations and the decision that the Armed Forces collaborate, together with the rest of the state institutions, in international peace and security, reiterate the need to advance in the configuration of a South American Peace Zone”.
“The elimination of the harmful notion of national security and the affirmation of the principles that will regulate military activity -international cooperation, gender equality, promotion of parity, interculturality, respect for international law and fundamental rights, probity, transparency, apolitical- they will ensure synergistic institutions with the national society and will strengthen their professionalism, hierarchy, discipline, obedience and non-deliberative character”, they add.
“In this regard, special mention deserves the norm of gratuity and non-discrimination in admission and training in armed institutions, which will strengthen their integration into society.
With this frame of reference, GADFA undertakes to contribute to the elaboration of the respective laws and regulations that materialize these constitutional regulations”, they close.
