The Ombudsman, Paul Ulloadenounced this Tuesday that in the Vehicle Retention Center or dog track “El Coco” operates a structure of corruption, in which the rights of citizens are violated.
Ulloa stated that, despite the fact that Colonel Isabelita de los Santos Pérez was dismissed yesterday, in the dog track supposedly there is a collusion that goes beyond an official.
“There is a conspiracy there that goes beyond a colonel, they are associated with the purpose of extorting and blackmailing and they were the same ones who attacked us, that is an association of criminals there,” Ulloa denounced.
In an interview with Diario Libre, Ulloa stated that he hopes the other agents who participated in the attack against him will also be investigated.
He explained that the commission of the Ombudsman’s Office went to the dog trackbecause it had received complaints from citizens about situations that allegedly occur within the center.

He said that among the mechanisms used in the dog track there is extortion and the violation of private property.
“We also have complaints from citizens that they are charged tolls, that they do not deliver the vehicle to them having paid the fine on time and in due time, for example, I pay you a fine at 12 noon and 5 in the afternoon when everything goes to close I approach and tell you give me a thousand and I’ll take it out, “he said.
He indicated that another of the mechanisms is to request a payment from the citizen to take care of his vehicle.

Another mechanism denounced by the Ombudsman is: “I take you to the point where I don’t give you the documentation so you can’t go to the bank and when I give it to you it’s too late and I tell you to give it to me and I’ll take care of it.”
Solution
The Ombudsman held that in the dog track fundamental rights of the citizen, such as property, are violated.
He recommended that in order to find a solution to the problem, the digestett You must make a protocol for the administrative procedure of capturing the vehicle, its storage and its guarantee and care.
He stated that this protocol must also establish the steps that the citizen must follow to remove his vehicle from the dog track.
