Brazil closed the month of December last year with a negative balance of 431,011 formal jobs (with a formal contract), according to the balance of the General Register of Employed and Unemployed People (Novo Caged) presented today (31) by the Ministry of Labor and Employment. Last month’s balance was the result of 1,382,923 million hires and 1,813,934 dismissals.
The total stock of CLT workers fell by 1% in December, accounting for 42,716,337. In the accumulated result for the year, there was a balance of 2,037,982 jobs, resulting from 22,648,395 admissions and 20,610,413 dismissals.
In the national average, the initial salaries paid to those who were admitted to a new job in December also decreased, remaining at R$ 1,915.16. Compared to the previous month, there was a real drop of R$ 17.90 in the average admission salary, a negative variation of around 0.93%.
The numbers show that, in the month of December, the five groups of economic activities had a negative balance. The service sector had the biggest loss, with a reduction of 188,064 jobs.
Next comes the general industry sector, with less 114,246 jobs, with the biggest drop in the manufacturing industry (-112,992 jobs). Construction had a negative balance of 74,505 jobs, agriculture, with 36,921 less jobs and commerce, with 17,275 jobs less.
Intermittent and part-time work
In December, the new Caged registered 24,333 admissions and 16,843 dismissals in the intermittent work modality, generating a balance of 7,490 jobs and involving 5,435 contracting establishments.
A total of 175 employees signed more than one contract as an intermittent worker.
“From the point of view of economic activities, the balance of employment in the intermittent work modality was distributed by services (+4,893 jobs), commerce (+2,510 jobs), construction (+205 jobs), agriculture (-3 jobs) and industry (-115 posts)”, informed the ministry.
As for part-time work, there were 11,674 admissions and 23,886 dismissals, generating a negative balance of 12,212 jobs and involving 5,532 contracting establishments.
A total of 33 employees entered into more than one part-time contract.
From the point of view of economic activities, the balance of part-time employment was negative in the service sectors (-7,933 jobs), industry (-3,819 jobs), construction (-301 jobs) and agriculture (-192 jobs). ). The only sector that recorded a positive balance was commerce, which generated 33 jobs.
Restructuring
In a press conference to comment on the results of Novo Caged, the Minister of Labor and Employment, Luiz Marinho, attributed the drop in the volume of jobs to the labor reform carried out by the government of President Michel Temer, in 2017. The reform promoted a significant change in Consolidation of Labor Laws (CLT), with the implementation of new contract modalities, such as intermittent work.
According to Marinho, there was a drop in supervision, which made labor contracts precarious.
The minister also spoke about the strengthening of labor negotiations, the role of unions and collective bargaining as tasks for restoring the quality of work. “This is fundamental. Let’s go back to talking about strengthening, valuing and resuming collective bargaining. Let’s promote the appreciation of the labor market. This will impact the quality of work for the future,” said Marinho. “We are talking about restructuring the entire role of the Ministry of Labor,” he added.
Regions
In June, the 27 federative units ended the month with a negative balance of jobs. The highlights are: São Paulo, where there was a loss of 151,474 jobs (-1.13%); Minas Gerais, with less 45,761 jobs (-1.01%); and Santa Catarina, with 39,268 less jobs (-1.64%).
Among the regions, the Southeast closed February with less than 212,362 jobs. Next come the South, with 102,993 posts less; the Northeast, with less 52,018 jobs; the Midwest, with less 35,740 jobs; and the North Region, with less 27,143 posts.
