The government of Gustavo Petro has already confirmed that it included in its tax reform project the days without VAT.

This decision almost two months after the original project was filed, on August 8. At that moment, the idea of ​​the Government was to eliminate the days without VAT.

At the time, it was argued that the conferences had “negative effects on tax collection, to the extent that it reduces the tax revenue associated with the collection of this tax and generates administrative difficulties in tax matters. In addition, they are highly regressive, since households with higher incomes are the ones that consume the most“.

With the change of opinion, it only remains to wait for the final regulations for those days without VAT in 2023, but there are already some details that are known and we are commenting on them here.

According to Senator Gustavo Bolívar’s proposal, to which the minister endorsed, they would be held in February and August.

And the products with this benefit would be the following:

1. Garments with a sale price per unit equal to or less than 20 UVT (about 760,080 pesos with the calculation of the 2022 UVT).

2. Clothing accessories, such as backpacks, briefcases, handbags, purses, glasses, umbrellas, scarves and costume jewelry with a unit sale price equal to or less than 20 UVT (about 760,080 pesos).

3. Electrical appliances used in the home with a sale price per unit equal to or less than 80 UVT (about 3 million pesos), which only include televisions, speakers for domestic use, tablets, refrigerators, freezers, electric dishwashers, washing and drying machines, vacuum cleaners and stoves, among others.

4. Specialized articles for the practice of sports, which include only rubber balls, rubber bands, balls, rackets, bats, mallets and swimming goggles, among others. This category includes bicycles and electric bicycles for a sale price per unit equal to or less than 80 UVT (about 3 million pesos).

5. Objects to entertain and amuse people, especially children, including dolls, toy animals, toy musical instruments and playing cards, among others. The sale price per unit is equal to or less than 15 UVT (about 570,000 pesos).

6. Articles necessary for the development of pedagogical activities in the school and university context that include only notebooks, educational software, pencils, pens, erasers, plasticine, glue and scissors, among others, with a sale price per unit equal to or less than 15 UVT (about 570,000 pesos).

7. Goods and supplies for the agricultural sector whose sale price per unit is equal to or less than 80 UVT (about 3 million pesos). Some of these goods are classified as: seeds, fruits for planting, fertilizers of animal origin, insecticides, herbicides, mowers and harvesters, among others.
