Are they proselytizing activities?
The parties hide behind the article 43 of Law 33-18, on Political Parties, Groups and Movements to carry out their massive activities, with the exception that they are closed places.
Regarding the propaganda allowed in the pre-campaign, the article points out: “Meetings in closed rooms, house-to-house visits, meetings and other types of similar activities, as long as they involve militants and sympathizers of the party, group or political movement that supports the candidatures”.
It was through activities such as the above that the parties made a mea culpa by acknowledging before the Central Electoral Board (JCE) a premature campaign.
In this sense, the Plenary of the governing body gave the organizations the draft of a regulation in order to enforce the rules. The document was studied and observed by the delegates and was returned to the Board to take the observations into account.
