They remove budget from highly specialized hospitals
The Regional High Specialty Hospitals that were transferred to IMSS-Bienestar are no longer considered within the budget of the Ministry of Health.
It is expected that its spending will come from the public body, but it is no longer possible to identify the resources allocated to each hospital.

Without sufficient resources to function, hospitals will not be able to cover the entire population without social security and this contributes to families having to pay for medical care out of their own pockets.
“When we are talking about chronic diseases, the expense can be catastrophic for the home or impoverishing, and that is what worries us the most,” explains the expert.
Those affected: the population without social security
In general, the entire health sector faces cuts in 2025. For that year, a total expenditure of 918.4 billion pesos, which would represent a cut of 11% compared to 2024.
This public investment is equivalent to 2.5% of the Gross Domestic Product (GDP), a lower proportion than last year, which was 2.9%.
With this, the budget gap to achieve universal health coverage, promised by President Claudia Sheinbaum, grows. It is estimated that an expenditure of 6% of GDP is needed to achieve this goal, but in 2025 steps will be taken, because an additional investment of 3.5% will be required. of GDP. Last year 3% was needed.
In addition, spending per person for the population without social security would decrease by 1,400 pesos, a drop of 24.9% compared to the 5,625 pesos approved in 2024.
Although IMSS-Wellbeing alone will have a budget increase, the rest of the items for the population without social security register cuts that the increase to IMSS-Wellbeing does not compensate.
In contrast, IMSS and ISSSTE spending per person would increase 12.4% and 16.8%, in real terms, respectively. This means that it would rise from 8,573 pesos to 9,635 pesos for IMSS affiliates, and from 9,873 to 11,531 pesos for ISSSTE affiliates.
