The Ministry for Women was created by Law No. 4675/2012, which raises the Secretary for Women to the rank of Ministry. With Ministers from previous administrations, who took significant steps forward in terms of promotion and being guarantors of Women’s rights. I cite some “former Ministers” who, with decorum and excellence, are our references and leaders who, with a high commitment, showed empathy, interest, concern, and solidarity with their peers, outstanding in their efforts, they are: Cristina Muñoz, Gloria Rubín , María José Argaña, Ana Baiardi, Nilda Romero, among others who managed to vindicate women and who continue in the fight against inequalities between men and women.
In this sense, the institution has a structure made up of qualified technical professionals with a vocation for service in the fight against violence against women, however, with the last change of administration, where it is assigned to the “minister of women” , Celina Lezcano, just 1 year into her administration, certain complaints that were disseminated came to light, such as:
The Deputy, Celeste Amarilla pointed out to the Minister of Women, Celina Lezcano, to provide the state in a tender for a value of Gs. 7.9 billion, from a family business, currently holding the position as “Minister”.
From the same institution, there are reports of irregular trips to the interior and exterior that were paid for by privileged officials, that’s not all, it went viral in some media and social networks, videos of the women’s minister, Celina Lezcano where she is observed carrying out political campaigns, with “hurrahs and handkerchiefs” to politicians of the ruling party, using the resources budgeted for the articulation of Ciudad Mujer Móvil, with all the logistics for other purposes, attracting women who live in inhospitable places to listen to speeches of a political nature, leaving comprehensive assistance for all of them in the background.
Recently, other complaints of groping in the employment contracts of female officials, of unjustified dismissals, moobing and political persecution, which is: a witch hunt?, within an institution responsible for ensuring the rights of women, that the same “ minister of women”, must protect and not harm others. It includes my case, today prosecuted.
This whole situation reflects a disappointing management and lack of commitment, a careless woman in the most important functions in a Ministry of Women such as: promoting public policies, providing assistance, support and monitoring of women in vulnerable situations. These deficiencies are reflected in the latest reports from the Observatory of the Public Prosecutor’s Office, add up the complaints of violence against Women, the statistical data alarms an entire society, in the middle of the year, they show 26 cases of Femicide, with 55 orphans, a scenario gray, because, in the behavior of the previous statistics for femicide, between the months of September and December they usually shoot brutally.
It should be noted that the “Women’s Observatory” was created in 2019, provided for in Law No. 5777 art. 31, one of its main duties, apart from investigating and informing, is to: “establish relationships with the other Observatories and networks on violence against Women”; We observe that, at present, the data does not coincide with the reports of the Public Ministry and with other Observatories such as the Ministry of the Interior, for which their reports are no longer credible.
Faced with this situation, the institution is practically headless, with the budgetary availability used for other purposes, in the face of these irregularities of public denunciations and inactions in favor of women, psychological and labor violence by “a minister of women ” within the Ministry of Women: “a woman against women”, sounds atypical, and also with a systematic increase in cases of femicide, and therefore with more families in mourning.
