Cubans, without food, but with Food Sovereignty Law

Madrid Spain.- In the midst of shortages and the difficulties of Cubans in obtaining basic food, the island’s regime published this Thursday the Law of Food Sovereignty and Food and Nutritional Security (SSAN Law) in the Official Gazette.

According to the regulations, approved in an extraordinary session of the National Assembly of the People’s Power of Cuba, it is intended to achieve food sovereignty and guarantee the right of every person to a healthy and adequate diet.

The law, made up of nine titles, 24 chapters, 101 articles and four final provisions, “will regulate the organization of local, sovereign and sustainable food systems that articulate the production, marketing and consumption of food.”

According to information from the Cuban News Agency (ACN)the legal director of the Ministry of Agriculture, Mayra Cruz Legón, explained that from this moment on, a process divided into three stages begins, which includes the disclosure of its content and the training of the actors and organizations involved in it, until reaching its start-up, scheduled for October.

Cruz Legón mentioned that a national education system will be established that is based on good food practices, strengthen municipal autonomy, regulate the reduction of food waste losses and promote the practice of sustainable agriculture on agroecological bases.

The Cuban authorities also indicate that commissions for Food Sovereignty and Food and Nutritional Security will be created, which will be directed by the highest government bodies at the national, provincial and municipal levels; of which agricultural producers will be a part, seeking production chains to take advantage of resources and use them rationally.

However, the authorities do not explain how this food sovereignty will be achieved when the agro-markets and stores that most Cubans can access are out of stock; with almost the entire population making long queues to buy what appears, and with the agricultural system in crisis.

The agricultural sector Cuban registered in 2021 one of the worst exercises in recent years. The main agricultural productions had considerable decreases, aggravating the shortage of supply and the difficulties of Cubans to eat every day.

The Draft Law on Food Sovereignty and Food and Nutritional Security had been announced last March, with the same rhetorical approaches that have now been approved: “a healthy and adequate diet”, “sovereign and sustainable local food systems”, “a healthy sufficient, diverse, balanced, nutritious, safe and healthy” and “right to healthy and adequate food”.
