Cuban regime plans to draft a Higher Education Law in 2023

MIAMI, United States. – One of the Vice Ministers of Higher Education of Cuba, Miriam Alpízar Santana, confirmed this Thursday to the official press that the Government of the Island foresees the elaboration of a Higher Education Law in the legislative program corresponding to 2023.

According to the official, among the prioritized issues for the elaboration of the legal norm are innovation in teaching methods, inclusive education, the use of hybrid models, evaluation and accreditation systems, and the link between university, company and Government.

According to Alpízar Santana, “the responsibility of the university before society, as its driving force, and the reforms of public policies associated with the improvement of Higher Education” will also be taken into account.

The official did not allude to the complaints against the Cuban Ministry of Higher Education (MES), accused of ideological and political discrimination against students and teachers.

In fact, the Discrimination against students and professors in Cuban universities constitutes a sustained practice and a State policy, as the report documents “Political discrimination in Cuban higher education as a violation of the right to academic freedom”of the Observatory of Academic Freedom (OLA) of Cuba.

The issue of ideological discrimination in Cuban universities has been widely criticized in social networks and independent media since 2019, when the vice minister of the MES Martha Mesa Valenciano wrote in an article: “Anyone who does not feel like an activist of the revolutionary politics of our Party, a defender of our ideology, of our morality, of our political convictions, should give up being a university professor.”

The journalist José Raúl Gallego, in an article published in The touchindicates that “the Cuban State goes beyond the definition of academic freedom recognized in 1997 by the member countries of UNESCO.”
