Cuban Government Announces Passport and Immigration Laws

MADRID, Spain.- The Ministry of Foreign Affairs (MINREX) is preparing a Citizenship Law that will include issues related to the Cuban passport and immigration processes, as part of “the promotion of relations with emigrants.”

“Measures are being studied on issues that are of interest to emigration, including the streamlining of procedures and their participation in socioeconomic development, particularly at the territorial level,” said the general director of Consular Affairs and Attention to Cubans Resident Abroad ( Dacre), Ernesto Soberon Guzmanduring a round of migration talks in Uruguay.

According to his statements, the new measures will be approved in the next legislature of the National Assembly of People’s Power.

The owner, quoted by official mediamentioned that the Constitution in force in Cuba since 2019 allows double and more citizenships, “but this requires legislation.”

Soberón referred to the current migration crisis, and mentioned that of the high number of Cubans residing abroad, many want to invest on the Island.

However, Soberón did not offer details on whether the new laws will reduce the high prices that Cubans residing abroad have to pay for consular procedures or the elimination of passport extensions every two years; This measure is highly questioned, because it is unfair, among the emigrants.

The Cuban passport is in the penultimate position in Latin America and the Caribbean, according to the world ranking published each year by the London firm Henley & Partners, based on the number of destinations that citizens can visit without requesting a visa.

The Cuban document is located in position 79 in 2022, only above Haiti. Only 64 countries, out of 192, allow visa-free entry to the Cuban passport.
