The draft of law of the Comptroller General of Cuba was presented this Friday at the headquarters of said institution, in Havana, official media reported.
The legislation, named “of the Comptroller General of the Republic (CGR) and of the Superior Control System of Public Funds and Administrative Management”, will regulate the functions constitutionally assigned to that entity as “superior organ of state control”.
It comes to replace Law 107, relating to the Comptroller and currently in force, refers the website Cubadebate.
The presentation of the preliminary project, carried out with the participation of the commission in charge of drafting it, is the starting point for a process of consulting institutions and experts, a step that, in the opinion of the comptroller general, Gladys Bejerano Portela, “in addition to providing contributions and improvements to the document, should be the stage to continue delving into everyone’s responsibility“.
After the pertinent consultations are completed, it is expected that the draft will be presented to the Council of State and in October to the National Assembly of People’s Powerduring an extraordinary session of the island’s legislature.

During the presentation, Bejerano Portela insisted on the importance of the future law to “promote a culture of control and prevention in organizations, as well as transparent accountability,” he says. Cubadebate.
“That the law, due to its rigor, innovations and quality, help us and force us to raise the technical and professional level of comptrollers and promote computerization in the processes we develop,” said the comptroller, who stressed that the regulations grant “a role decisive” to external and internal control.
“Internal control is not only to fight crime, it is to investigate, study and seek the maximum capacity to be more efficient and effective,” he said, quoted by the official media.
The publication also specifies that the text “seeks to demand ethical action from heads and entities and regulates relations with all bodies, such as the Prosecutor’s Office, the courts and parliament.”
The drafting of the draft was in charge of a commission of 53 members, including representatives of organizations, institutions and companies; as well as the internal consultations in which 340 opinions were received and 230 were accepted, concludes Cubadebate.
