Cuba continues its decrease in the rate of perception of corruption

Miami, United States. – Cuba registered in 2024 a new fall in the Corruption perception index (CPI)elaborated annually by international transparency, which consolidates a negative trend that has been maintained for six years. In the report published on Tuesday, the island obtained 41 points over 100 possible, a decrease in a point compared to 2023, which reaffirms its progressive approach to the highest levels of perceived corruption.

Since 2019, when it reached 48 points, Cuba has experienced a constant reduction in its qualification: 47 in 2020, 46 in 2021, 45 in 2022, 42 in 2023 and now 41 in 2024. According to international transparency, “the lack of advances and the poor application of anti -corruption regulations remain persistent problems.” The organization emphasizes that in some countries, such as Cuba, governments have weakened the mechanisms to fight corruption, which affects the rule of law.

The IPC is the most used indicator globally to measure the perception of corruption in the public sector. Its methodology is based on the evaluation of experts and entrepreneurs on aspects such as bribes, diversion of public funds, improper use of official positions for private benefit, excessive bureaucracy that favors corruption and nepotism in the public function. It also considers the ability of governments to contain these practices and transparency in the management of public affairs.

The Cuban case is not isolated within the block of allies of the Havana regime, since several of them also experienced significant decreases in the index. In 2024, Belarus obtained 33 points, Iran 23, Russia 22, Mexico 16, Nicaragua 14 and Venezuela 10 (the latter recorded one of the lowest scores in the world). For these countries, including Cuba, this year’s results are the worst since the creation of the CPI in 1995.

On the other hand, the best evaluated nations were Denmark, which led the ranking For the seventh consecutive year with 90 points, followed by Finland (88) and Singapore (84). In contrast, the lowest scores corresponded to countries in a situation of fragility and conflict, such as South Sudan, Somalia, Haiti, Venezuela, Syria and Libya.
