The intention of a group of leaders of the Colorado Party to discuss the report of the Ethics Commission on Adrián Peña at the National Convention held on Saturday the 18th provoked criticism and exchanges among the Convention members due to different interpretations regarding the procedure for entering motions outside of the order of the day.
As they told The Observer colored sources, the exchanges began once the Convention dealt with the issues that were part of the call: the assumption of youth, discussing a reform of the Organic Charter on Youth Organization, and paying tribute to Baltasar Brum at 90 years of his death.
After this, the president of the session, Margarita Machado, gave entry to the first of the motions: a proposal from the CED of Paysandú so that the National Executive Committee (CEN) endorses a project by Senator Germán Coutinho to appoint Jorge Batlle to the Carrasco Airport terminal.
While one of the conventionalists based the proposal, the deputy Ope Pasquet asked to reconsider it because he understood that it was out of regulation and requested that article 49 of the Organic Charter be read.
This article indicates that the issues that are not part of the agenda must be entered as serious and urgent, for which the approval of two thirds of the conventional ones is needed.
According to Pasquet, his admission should be voted so that the conventional ones could later justify it.
Machado did not agree with this interpretation, stating that the article refers to motions that seek to “alter” the agenda, so the issue could be discussed because the other issues had already been dealt with.
After this, the majority of the convention voted to admit the topic and then approved it.

But the exchanges and discussions continued when an attempt was made to deal with the second topic: a motion presented by Pablo Armand Ugon, leader of Ciudadanos and current national pro-secretary for affiliations and adherents of the Colorado Party, who wanted the Convention to deal with the report of the Ethics Committee. about Adrian Pena.
“On February 27, the CEN received and considered said report. This motion complies with article 139 of the organic charter of the Colorado Party, completing the necessary treatment of the issue by the National Convention”, the motion presented said.
The issue was put to a vote but did not gather enough votes to be entered.
Despite this, Machado authorized Armand Ugon to substantiate the motion, which caused the Ciudadanos leaders to begin to rise up and withdraw, leaving the session without a quorum, which was terminated.
