The São Paulo Court accepted the determination of the SP Public Ministry and the Public Defender’s Office and determined at the end of this Friday (12) that Enel restore electricity within 12 hours. If this does not happen, the concessionaire will be fined R$200,000 per hour.
Three days after Wednesday’s windstorm (10), São Paulo and its metropolitan region still have 493,303 customers without power, according to data from Enel itself. In the capital of São Paulo the number is more than 363 thousand consumers at the moment.
The court order specifies that it is necessary to provide energy to “police stations, prisons and security equipment; daycare centers, schools and collective spaces, especially due to the holding of entrance exams and tests; water supply and sanitation systems, such as Sabesp facilities and condominiums with electric pumps; places that concentrate vulnerable people, such as the elderly and people with disabilities”.
The authorities’ request also applies to the restoration of energy “in all other consumer units affected since December 9, 2025”.
Furthermore, the The Judiciary also determined that Enel must ensure functional service channels without technological restrictions that make it impossible for consumers to record power outages. Failure to comply with this order may result in the execution of an immediate fine and the taking of more vigorous measures, such as blocking of values, judicial intervention and determination of civil and criminal liability.
Enel released a note this morning stating that “it was not informed of the decision [da Justiça] and continues to work uninterruptedly to restore energy supply to the rest of the population that was affected by the climate event”.
Cyclone
The cause of rain and winds in São Paulo was the passage of an extra-tropical cyclone. On Wednesday, the city and municipalities in the metropolitan region were hit by strong winds, of up to 100km/h in some places. This caused many tree falls, more than 330. They hit power grid cables, which caused problems with the electricity supply.
At the height of the power outage, 2.2 million consumers were left without electricity. There are still parts of São Paulo without power until now.
