Court found innocent National Guard accused of torture during 2014 protests

The Second Acting Trial Court of the Miranda Criminal Judicial District declared innocent a member of the National Guard accused of torture and ill-treatment against the young Moisés Guánchez, who was arrested during the March 2014 protests in Carrizal.

The decision was issued on Monday, November 21, reported the Human Rights Center of the Andrés Bello Catholic University (CDH UCAB), who rejected this performance. «This decision accentuates impunity in this serious case, in which there is clear evidence of human rights violations to the detriment of Moisés Guánchez.”

The Center highlighted thatThe human rights violations evidenced to the detriment of Guánchez «They are part of a state pattern of impunity that has been denounced internationally and recognized in reports from the Independent International Mission for the Determination of the Facts.”

Moisés Guánchez was detained on March 5, 2014 by several members of the National Guard when he was leaving work at the La Cascada shopping center, located in the Carrizal municipality, Miranda state. According to his testimony, he was beaten by officials who were building barricades in the area and wounded by rubber bullets in his arm, buttocks, and groin. The young man was released without charge two days later, on March 7, 2014.

The court that granted his release also ordered an investigation into his detention and the ill-treatment to which he was subjected. Only one cash was investigated and acquitted by this Miranda court.

The injuries received by the young man warranted surgery twice. In addition, he was harassed on several occasions by officers of the National Guard, who went to the place where he was studying, questioned one of his teachers about him, took photographs, and inspected his vehicle.
