The Federal Police (PF) concluded that the dissemination of coup narratives during the government of former president Jair Bolsonaro led to the recent attack with a suicide bomber at the Federal Supreme Court (STF) and the coup acts of January 8, 2023.
The conclusion is in the report in which the PF indicted Bolsonaro and 36 others accused of coup d’état and violent abolition of the Democratic Rule of Law. The secrecy was overturned this Tuesday (26) by the minister of the Federal Supreme Court (STF) Alexandre de Moraes, rapporteur of the so-called coup investigation.
In the assessment of the investigators responsible for concluding the investigation, the “rapid and repetitive” dissemination of coup narratives maintained the desire of extremist groups to consummate the coup that would have been planned by the former president and his allies, but was not implemented due to lack of membership of the Army and Air Force.
“This method of systematic attacks on the most cherished values of the democratic rule of law created the favorable environment for the flourishing of radicalism which, as explained above, culminated in the acts of January 8, 2023, but which is still in a state of latency part of society, exemplified in the bomb attack that occurred on November 13, 2024 in the city of Brasília”, says the PF.
In addition to the attack on the 13th of this month and the acts of January 8th, the PF cited the attempted invasion of the Federal Police headquarters, which took place in Brasília, on December 12th, 2022; and the attempted explosion of a tanker truck at Brasília airport on December 24 of that year.
Bolsonaro
In the report, the investigators also state that Jair Bolsonaro acted in a “direct and effective manner” in the enforcement actions to attempt a coup d’état in 2022.
“The evidence obtained throughout the investigation unequivocally demonstrates that the then President of the Republic, Jair Messias Bolsonaro, planned, acted and had direct and effective control over enforceable acts carried out by the criminal organization that aimed to carry out a coup d’état and the abolition of the democratic rule of law, an event that was not accomplished due to circumstances beyond its control”, says the report.
According to the PF, Bolsonaro was aware of the so-called Green and Yellow Punhal, a plan drawn up by the accused with the aim of kidnapping or murdering minister Alexandre de Moraes, president Luiz Inácio Lula da Silva and vice-president Geraldo Alckmin.

According to the PF, Admiral Almir Garnier, then commander of the Navy, agreed with the coup movement, placing the troops at disposal of then president Jair Bolsonaro.
The coup d’état plan was not consummated by lack of support from Army and Air Force commanders.
“Lula doesn’t climb the ramp”
A handwritten document seized by the Federal Police (PF) at the headquarters of the Liberal Party (PL) proposes actions to interrupt the government transition process, “mobilization of jurists and opinion makers”.
The document ends with the text “Lula doesn’t climb the ramp”. According to the PF, in a clear allusion to the impediment of the winner of the 2022 elections from assuming the role of president.
The material was seized from the assistant’s desk. General Walter Braga NettoColonel Peregrino, makes an outline of actions planned for the so-called “Operation 142”. The name given to the document alludes to article 142 of the Federal Constitution, which deals with the Armed Forces and which, according to the PF, was a possibility raised by those investigated as a means of implementing an institutional rupture after Bolsonaro’s electoral defeat.
PGR
After the secrecy was removed, the coup investigation was sent to the Attorney General’s Office (PGR). With the submission of the report, the Attorney General of the Republic, Paulo Gonet, will decide whether the former president and the other defendants will be reported to the Supreme Court for the crimes alleged by the PF investigators.
