According to the corporation, the planning was prepared by retired general Mário Fernandes, who held the position of executive secretary of the General Secretariat of the Presidency of the Republic during Jair Bolsonaro’s government.

The information appears in the intelligence report of Operation Countercoup, launched this Tuesday (19) to arrest five soldiers who intended to prevent the inauguration of President Luiz Inácio Lula da Silva and his vice-president, Geraldo Alckmin, elected in October 2022.

During the investigation, the PF found a file word entitled “Green and Yellow Dagger”, with planning “aimed at kidnapping or murder” by Minister Alexandre de Moraes, of the Federal Supreme Court (STF), and Lula and Alckmin.

“This is true planning with terrorist characteristics, which describes all the data necessary for the execution of a high-risk operation. The plan has a wealth of details, with indications about what would be necessary for its execution, and even describing the possibility of several deaths, including those of any military personnel involved”, concluded the PF.

The coup document provided for poisoning, the use of explosives and heavy weapons to “neutralize” Lula, Alckmin and Moraes.

“The document also reveals the degree of violence of the planned actions, by also describing as a possibility of actions to assassinate the then candidate for president of the Republic elected Luiz Inácio Lula da Silva and his vice-president Geraldo Alckmin, with the objective of extinguishing the winning presidential ticket for the 2022 election”, says the PF.

According to the PF, the document was printed by retired general Mario Fernandes at Palácio do Planalto and taken to Palácio da Alvorada, Jair Bolsonaro’s official residence. The former president is not mentioned in the investigation as being investigated.

“The investigation, through evidentiary procedures, identified that the document containing the operational planning called Punhal Verde Amarelo was printed by the investigated Mário Fernandes at Palácio do Planalto, on 11/9/2022 and, subsequently, taken to Palácio do Alvorada, location residence of the President of the Republic, Jair Bolsonaro”, added the PF.

Former president Jair Bolsonaro did not comment on the Federal Police operation. Via social media, senator Flávio Bolsonaro (PL-RJ) declared that “thinking about killing someone is not a crime.”

“As much as it is repugnant to think about killing someone, it is not a crime. And for there to be an attempt, its execution must be interrupted by some situation beyond the control of the agents. Which does not seem to have happened. I am the author of the bill 2109/2023, which criminalizes preparatory acts for a crime that involves injury or death to 3 or more people, as today this is simply not a crime, judicial decisions without legal support are repugnant and undemocratic”, he declared.
