It was not until this Saturday, July 23, that the Preservation and Development Council (Copred) of the Central University of Venezuela (UCV) expressed its dissatisfaction with the creation of a monument in honor of Jorge Rodríguez Sr., which began to be erected in the area known as “Nobody’s Land”, located within the main headquarters of this enclosure located in the city of Caracas.
This is how they consider that “regardless of the person who is the object of the tribute, faithful to its guidelines for action, it establishes and expresses the non-advisability of new facilities of this type in any common area of our Ciudad Universitaria de Caracas.”
In addition, he recalled that this university campus was declared a UNESCO World Heritage Site, so the modifications must be evaluated by a committee and the decisions on this space should not be individual.
Explaining what happened on Friday, July 22, Copred established that, upon learning of what had happened, representatives of this council accompanied by the Security Directorate and the Maintenance Directorate made an appearance at noon due to the construction of a specific structure in “no man’s land”, a large space with the characteristics of a large square, designed by Carlos Raúl Villanueva.
Once in the place, they asked those present for information about the construction of this concrete structure, which they considered to be of notable proportions in relation to the original design of the space, in which only a sculpture that stands on a plinth stands out, “maternity” , by the artist Balthasar Lobo, as recorded in the documents that support the declaration as world heritage.
According to what was said by Copred, they sought reliable and reliable information to avoid misunderstandings or misinterpretations of what was happening and the work was paralyzed until the pertinent and adequate explanations were obtained from those responsible for it.
Members of the student movement They were also present at the site, who in turn demanded explanations and demanded the paralysis of the structure, since they had not been informed about the construction.
Members of the presidential commission appointed by the Government for the actions and works in the University City of Caracas that began in August 2021, and that today, almost a year later, have not concluded, were present at the site.
In a telephone conversation with the president of the Institute of Cultural Heritage (IPC), Dinorah Cruz, reported that the work was authorized by the aforementioned institute, focal point before UNESCO and responsible for relations with that international entity. Given this information, Copred asked him to send a written communication containing the authorization of the work. During the same call he was informed of our disagreement with the construction of the concrete basement in “no man’s land”.
It should be noted that Copred, in the jargon or language related to world heritage, is the so-called “site manager” and reports to the so-called “focal point” in the established line of command. Also, it is part of the administrative structure of the Central University of Venezuela and therefore part of the university institutionality that reports to a hierarchy and instances of university government, in this case to the Rector’s Office of our University. An institutionality recognized in the National Constitution and that has its procedures and action protocols backed by 300 years of history.
In this sense, the Central University of Venezuela, for the cases of new constructions, additions or modifications in common areas of our University City of Caracas, has an action protocol that implies that the University Council deliberates or decides the relevance and origin of the action or work prior study or project presented by competent institutions of our University. The situation presented yesterday revealed that neither Copred and much less, the Rectorate nor the University Council were aware of the work.
The communication issued by the IPC authorizing the work details that it is a change of plate, “but does not mention the modification of the dimensions of the base, which is significantly more voluminous.” This was communicated from this body to the authority issuing the permit, since the objection of the Preservation and Development Council, speaking only of the object under construction, is precisely the substantive modification of the dimensions of the basement and its irruption in the landscape scenario designed by Villanueva .
In this case, the construction of a concrete base of approximately 1.5 meters at its highest point and 80 cm wide on which a commemorative plaque would be placed was not subjected to analysis or deliberation by any institution or authority. competent from our university.
It is noteworthy that the commemorative plaque already existed and was perched on a small cement structure and did not interrupt the spatial logic or the environmental scenario that is part of the declaration as world heritage. The construction of the new concrete base transgresses and modifies the landscape of No Man’s Land in a much more invasive way with respect to the previous structure.
