Unanimously, the Regional Council of huancavelica approved the declaration of emergency for agriculture, due to the absence of rain.
After the regional council session, César Villa Riveros, president of the Regional Federation of South American Camelids of Huancavelica (FERCAMH), affirmed that they requested the aforementioned declaration.
“As representatives of the alpaca producing regions of Castrovirreyna, Churcampa, Huaytará, Huancavelica, Angaraes and Acobamba, we request the declaration of emergency, after extensive debate and with due technical support, the Regional Council approved the declaration of emergency to regional level”, affirmed Villa Riveros.
He noted: “We await the decision of the executive, the presence in the Council of the regional manager (Héctor Riveros Carhuapoma) has been requested, who promised to move budgets and for Monday we have a meeting at DIRCAMS with the representatives of the union”.
He said that it is necessary that they allocate a budget urgently, and that the most urgent thing is that the hay and pastures are taken to each productive unit, as well as hoses to irrigate the grass and the animals have food.
HE WILL ASK THE CENTRAL GOVERNMENT FOR HELP AND BUDGET
In turn, the regional manager Héctor Riveros Carhuapoma, stated that the administrative file that supports the situational status of livestock and agriculture in Huancavelica is ready.
“It has been elevated to the Executive Branch so that they can declare an emergency due to water deficiency in the Huancavelica region.”
He added: “As it is an emergency agreement, when this document reaches the executive branch, the budget section will carry out the corresponding evaluation to see how we can intervene and alleviate this problem.”
He also said that this declaration at the regional level will not be enough, since the central government must also be required to approve the emergency declaration.

“If so, the Central Government will allocate a budget to deal with the emergency, we do not have a budget to say, ‘this is going to be to attend to’ as it is an emergency issue, the budget area is going to evaluate some possibility of attention, but, it will not be significant to tend with an optimal result”.

One day before this council session, Raúl Rodríguez Paredes, director of the Huancavelica agrarian agency, stated that there are many farmers who, in the absence of rain, have not yet planted, which will create a problem of lack of production.
Given this, it is also seen that they will not be able to collect agricultural insurance, which covers damage to crops already installed.
