Costa Rican Foreign Minister says appointing ambassador to Cuba is not a priority

MIAMI, United States. – Costa Rican Foreign Minister Arnoldo André Tinoco said on July 31 that it is not a priority for his country’s administration to appoint ambassadors to Cuba, Nicaragua, Russia and Bolivia, according to the a report from the Costa Rican newspaper The nation.

Before the International Relations Commission of the Legislative Assembly of Costa Rica, Tinoco stated: “No names have been considered for ambassadors in Bolivia, Cuba, Nicaragua and Russia, who are being handled by chargés d’affaires, and it is not a priority for this administration to appoint ambassadors in these countries, for the moment.”

Although the Central American nation has implemented the modalities of virtual and concurrent ambassadors in several countries, due to the lack of financial resources to support diplomatic missions, Tinoco specified that Cuba, Bolivia, Nicaragua and Russia are not included in these plans.

The foreign minister explained that each embassy costs the country between 250,000 and 450,000 dollars a year. Therefore, the administration of Rodrigo Chaves seeks to optimize resources by implementing virtual and concurrent ambassadors, modalities that will allow Costa Rica to maintain its diplomatic service without incurring high costs.

Costa Rica’s diplomatic relations are particularly tense with Nicaragua, a nation with which it shares borders. In July 2021, the government of Carlos Alvarado interrupted the appointment of the Costa Rican ambassador to Nicaragua due to political conditions in that country.

Although no words were released by the Costa Rican foreign minister regarding his country’s relationship with Cuba, the government of the Central American country has spoken out numerous times against human rights violations on the island.

A year ago, in July 2023, the Legislative Assembly of Costa Rica approved a motion calling for the release of all Cuban political prisoners, as well as free multiparty elections on the Island.

Later in August, Costa Rican parliamentary members They reiterated their commitment to the freedom of Cuba. During a speech, Deputy Eli Feinzaig, leader of the parliamentary faction of the Progressive Liberal Party, called attention to what is happening on the Island.
