Cost of private education increases inequality, Unesco warns

In its Global Education Monitoring Report (GEM), the multilateral entity proposes concrete actions for a better regulation of non-state education, in which 40 percent of the students are enrolled. the pre-primary stage, a 20 of the primary and a 30 of the secondary and tertiary.

Many countries lack adequate regulations in this area, or the capacity to enforce them, which undermines quality and widens the educational gap between rich and poor, underlines the text prepared by an independent team.

The document addresses the teaching provided by entities such as faith-based organizations, NGOs, philanthropic associations and for-profit business, with some of these actors operating without supervision.

According to the United Nations organization specializing in education, science and culture, it is urgent to reverse the prevailing scenario, with just 27 percent of the States explicitly prohibiting profit in primary and secondary schools, “what is going on? against the vision of 12 years of free education for all ”.

Regarding the report’s recommendations, it highlights the call to redouble efforts to guarantee free and publicly funded access to one year of preschool education and 12 years of primary and secondary education for all children and young people.

“However, one out of every three countries dedicates less than four percent of the Gross Domestic Product to education or less than 15 percent of its total public spending, the minimum benchmarks agreed internationally,” he says.

It also calls for establishing quality standards that apply to all state and non-state educational institutions, strengthening government capacity to monitor and enforce regulations, promote innovation for the common good, and bring together all the actors that develop it. , and protect education from narrow private interests.

The team in charge of preparing the GEM report is mandated to monitor progress in meeting the Sustainable Development Goal related to education in the 2030 Agenda.

Regarding the publication, the Director General of UNESCO, Audrey Azoulay, affirmed that equitable financing mechanisms are urgently needed, arguing that those who live in the most disadvantaged contexts should not be penalized.
